A RESOLUTION
SUPPORTING THE PASSAGE OF AMENDMENT 4 IN THE CONSTITUTIONAL
REFERENDUM ON NOVEMBER 3, 1981, AND DECLARING AN EMERGENCY.
WHEREAS, an adequate, clean, and controlled water supply has been a
key ingredient in making Texas a good place to live and work and in providing
a strong, growing, and varied economy in a time of economic crisis in the rest
of the nation; and
WHEREAS, the dedication of a portion of the State's excess tax revenue
is vital to assure that necessary money will be available to State and local
governments to continue to provide such a water supply and thus protect the well-
being of the State's people and its economy; and
WHEREAS, current interest rate limitations in the Texas Constitution
have made it difficult or impossible to issue bonds to fund water programs, park
development, the Veterans' Land Program, and the State student loan program
during the period of very high interest rates presently being experienced;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
Section 1. That the City of Corpus Christi strongly supports the
passage of Amendment 4 proposed by the 67th Legislature as house joint resolution
6 to dedicate excess State revenue to certain special funds, to authorize State
guarantee of certain local government obligations, and to increase the allowable
interest rate on certain bonds.
Section 2. That Upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the compelling
public need for conservation and development of water resources, the issuance
of bonds for programs authorized by the Texas Constitution and the passage of
Amendment 4 on November 3, 1981, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting upon
ordinances or resolutions at three regular meetings so that this resolution is
passed and shall take effect upon first reading as an emergency measure this the
28th day of October, 1981.

For the reasons set forth in the emergency clause of the foregoing ordinance or resolution,
an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it is
introduced, or at the present meeting of the City Council.
