From W. Thomas Utter, Assistant City Manager Date November 10, 1981
Subject 1981 Annexation Service Plans
The Texas Municipal .Annexation Act (Section 10) as ammended in 1981 requires
the development of a service plan that provides for the extension of municipal
services into each area annexed. This service plan is construed as a con-
tractual obligation and includes:
1) a program under which the city will provide police and fire
protection, solid waste collection, maintenance of water and
wastewater facilities, maintenance of roads, streets and
lighting, upkeep of parks, playgrounds, swimming pools, and
any other publicly owned facility, building or service within
the area within sixty days after the effective date of annexation
and
2) a program under which the city will initiate construction of any
capital improvements necessary for providing municipal services
within two and one-half years of the effective date of the annexation.
Furthermore, the service plan must provide an equitable level and number
of services in the area to be annexed th"it exists in the area at the time
preceeding the annexation. However, the Texas Municipal Annexation Act
does not intend to require provision of a uniform level of services to all
areas of the city where differing characteristics of topography, land
utilization and population density are considered as a sufficient basis for
providing differing service lines.
Based upon this most recent state legislation, Service Plans for each area
to be annexed to the City of Corpus Christi upon the third and final reading
of the annexation ordinance are provided in the attached packet. The
attached annexation packet includes a general description, the Service Plan
and various maps delineating each area to be annexed upon the third reading
of the annexation ordinance, which is scheduled for final action by the City
Council on November 18, 1981.

ANNEXATION AREAS
The boundaries and significant features of the areas proposed to be annexed
are as follows:
Area A (Tracts 1-4) - Saratoga
The commercial and industrial areas along Saratoga Boulevard from
Weber Road to one-half mile west of Ayers Street serve customers
inside the City, depend on City for all support, utilities and
services and are simply a part of Corpus Christi. By being just
outside the City, they avoid sales tax, property tax, and regula-
tory ordinances. The areas include Nottarb Subdivision with access
from Weber; business and industrial uses on the land which was a
part of Cabaniss Field; and the frontage along Saratoga west of Ayers.
Area B
1) (Tracts 1-3) - Clarkwood
The area involved includes the land between Clarkwood Road, the
Clarkwood Ditch and McGloin Road; the San Juan Subdivision; and
the area along the south side of Highway 44 westward to just west
•af the extension of Rand Morgan Road. The City, with County assis-
tance, installed sanitary sewers in the San Juan Subdivision,
partially financed with tax supported City bonds.
2) (Tracts 4-5) - FM 624 .
To the north of FM 624 the area involved includes Cenizo Canyon
Subdivision, which lies to the west to Calallen Townsite; and the
commercial and residential growth within a 200' wide strip of land
north of and along FM 624 from River Hill Drive to FM 1889. The
commercial and residential growth, including the Robstown Riverside
Hospital, within an 800' wide strip south of and along FM 624 (the
Orange Grove Highway) from U.S. Highway 77 to the west property
line of Lot 2, Block 1, Nueces River Irrigation parks; and from that
point to the west including commercial and residential growth within
a 500' wide strip south of and along FM 624 to east Riverview Road
extended. All of this area's water needs are being served by the
Nueces County Water Improvement District No. 3 (Robstown District),
with the exception of Cenizo Canyon Subdivision which is receiving water
from the City of Corpus Christi. The City of Corpus Christi provides
gas service lines to the majority of the area.
2
3) (Tract 6) - Calallen
The San Carlos area is immediately east of Calallen Townsite and along
the Sharpsburg Road between the City limit line and the Nueces River
floodplain. The City, with County assistance, installed sanitary sewers
in the San Carlos Subdivision with part of the cost advanced from tax
supported bond funds. The area -is being served by City water. The
development within this area presents a regulatory problem which needs
attention.
Area C (Tracts 1, 2A, 2B, 5-9, 10A, 10B, 1OC, 11-13) Interstate 37
This area includes land between the Nueces River, the existing City
limits, the Allison Wastewater Treatment Plant, McKinzie Road, Carbon
Black Plant Road, and a line 500 feet north of Iii #37 from Turkey Creek
to the west line of C.K. Paving facility. The area also includes pro-
perties north and south of Up River Road from C.K. Paving operation
westward to Nueces Bay Boulevard, which have not entered into industrial
district contracts with the City. The existing trunk sewer from Allison
Wastewater Plan provides sewer services to the western portion of this
area and can be extended to other areas in the western portion when
customer demand and readiness to pay front foot costs develop. Various
-,:ommercial and industrial activities within these areas that have not
entered into industrial district contracts are being served by City
service without participating in the cost of those services.
Area D - Padre Island
The areas that are subdivided and where construction of the physical
improvements have been completed on Padre Island are recommended for
annexation. All improvements have been constructed to approved City
standards.
