AN ORDINANCE
AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO
THE CRIMINAL JUSTICE DIVISION FOR ASSISTANCE IN A
CRIME STOPPERS PROGRAM FOR THE PERIOD OF JANUARY 1,
THROUGH DECEMBER 31, 1982 FOR $40,602 AND AUTHORIZING
EXECUTION OF ALL DOCUMENTS NECESSARY TO RECEIVE THE
GRANT; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the submission of a grant application to the
Criminal Justice Division be authorized to provide assistance in a Crime
Stoppers Program for the period of January 1, through December 31, 1982
for $40,602, and that the execution of all documents necessary to receive
the grant is hereby authorized.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the aforesaid grant application for assistance in a Crime Stoppers
Program so that it can be submitted at the earliest possible date, such
finding of an emergency is made and declared requiring suspension of the
Charter rule as to consideration and voting upon ordinances or resolutions
at three regular meetings so that this ordinance is passed and shall take
effect upon first reading as an emergency measure this the 1.3 day of
December, 1981.

1. Problem Statement:
Typically, a police investigator requires several resources to complete a
criminal investigation. These include forensic evidence, eye witness accounts
and the officers individual skill. By far, the most important of the three
is the availability of a witness. Frequently, investigations remain incomplete
and the crimes unsolved because unknown witnesses fail to come forth voluntarily.
This reluctance is based on several causes, which may include the false belief
that the information the witness has is not useful, or the problems involved in
becoming a part of a police investigation are not worth the trouble, or for any
number of personal reasons the witness might consider as justifying his silence.
The problem, simply stated, is to find a method to entice unknown and possibly
reluctant witnesses to make known to the police in otherwise dead -ended, major
investigations their information.
2. Purpose of Project:
The police department, in cooperation with the local Chamber of Commerce, the
local nedia and various civic organizations has initiated a "Crime Stopper"
Program, This includes the dramatization and prime time broadcast of various
major, unsolved crimes. The reenactments give the details of the crime (as
known to the department) and attempt to make possible witnesses aware of the
importance of any information they may have that relates to the crime. In
addition, the program solicits information on any major crime or felony. Once
received, the anonymous witness information is rewarded from donated money
from the various participating organizations at the discretion of a board com-
posed mostly of interested businessmen. Since it's inception, the Crime Stoppers
has produced a number of "leads" to both the reenacted crimes and numerous others.
So many, in fact, that they became merely more of a work load for investigators
already loaded with "current" investigations who unfortunately have little time
to follow-up on "old" cases. The citizen response, in brief, overloads the
available investigative resources of the department.
The purpose of this project is to gain funding for investigative personnel in
order to increase investigative resources. To do this, the grant proposes that
1,620 hours of overtime pay be funded to allow that many hours of investigative
time to -he committed exclusively to following up the "leads" reported to the
Crime Stopper Program. In this manner, we hope to not only utilize the citizen
response fully, but to encourage continued cooperation from citizens by acting
on the information submitted. Similarly, we wish to do so without excessive
drain on the regular investigative resources of the department, already committed
to current investigations.
3. Project Resources: .
While the essential ingredient to bring about the change required by this pro-
gram is investigative hours, some auxiliary concerns include equipment to more
fully utilize the donated skills of the production personnel (mainly from the
local media) and to do so with a minimal of tying up of privately owned equip-
ment. Therefore, this grant includes approximately $5,365.00 of video equip-
ment to make this possible. Office space and staff will be contributed by the
police department.
4. Activities of Project:
Since the Crime Stopper Program is already in operation even without the grant,
the primary activity will be to follow-up investigative leads turned in on the
Crime Stopper phones. This will be accomplished by assigning investigative
officers, on an overtime basis, to each lead as it is received, and have them
pursue the information to it's conclusion. In addition, the equipment listed
will he utilized by already assigned Crime Stopper personnel to record dramatic
reenactments of major, unsolved and inactive crimes (primarily homicides).
5. Anticipated Results,
Byfunding this project, the police department intends to maximize the benefits
of active citizen cooperation in the police effort to investigate crime. By
providing investigative resources to follow-up leads provided by this pro-
gram, the department hopes to complete dead-end investigations of major con-
sequence to the area and by doing so, reinforce the whole concept of the Crime
Stopper Program. This is, basically, to have unknown and reluctant witnesses
to criminal incidents provide the police access to information witnesses might
otherwise fail to make known. It is felt that visible results and publicized
rewards for criminal leads submitted will encourage additional interest and
cooperation by the citizens of the community.

Project Title:

the application. Also, where a condition is applicable and requires additional information, such information should be included in

Standard Grant Conditions
1. Project Initiation. Acceptance of the grant award must be returned to the Governor's Office within 30 days after the date of
the award. If an approved project I,as not commenced within 60 days after acceptance of the grant award, the grantee will
report by letter the steps taken to initiate the protect, reasons for the delay, and expected starting date. If 90 days after
acceptance of the award the project is not operational, a further statement ofimplementationdelay will be submitted by the
grantee to the Governor's Office. On receipt of the 90 day letter, the Governor's Office may cancel the project and
redistribute the funds to other project areas. The Governor's Office, where warranted by extenuating circumstances, may
extend the irnplomentaion date of the project past the 90 day period.
2. Project Completion. With the exception of the final project report, final financial report, and liquidation of goods or services
encumbered before the termination date, grants must be completed no later than the termination date set forth in the
Statement of Grant .Award or any approved extension thereof. Grantees should keep in mind the grant condition prohibiting
the obligation of funds beyond such termination dates, the requirement for liquidation of obligations within 90 days after the
termination date, and the requirement for the return of unobligated grant funds within such period.
3. Reports. The giantee shall submit, at such times and in such forms as may be prescribed, any reports that the Governor's
Office may require, iacludng quarterly- financial and progress reports and final financial and progress reports. The grantee's
failure to submit required reports within the prescribed time constraints may result in unnecessary delays in the processing, of
request for funds.
4. Fiscal Regulations. The fiscal administration of grants shall be subject to such rules, regulations, and policies concerning
accounting and lecords, payments of funds, cost allowability, submission of financial reports, etc., as may be prescriLed by
the Governor's Office.
5. Utilisation And Payment of Funds. Funds awarded may be expended only for purposes and activities covered by lLe
grantee's approved project plan and budget. Payments will be made on the basis of periodic requests and estimates of fund
needs submitted by the grantee. Payments will be adjusted to correct previous overpayments or underpayments.
6. Written Approval Of Changes. Grantees must obtain prior written approval from the Governor's Office for major project
changes. These include (a) changes of substance in project activities, design, or research plans set forth in the app_oveti
application; (b) changes in the project director or other key personnel identified in the approved application; (c) eape,id;ture
of project funds representing more tsan a 15 percent or $2,500 variation, whichever is greater, between category Of the totsi
approved budget, including both CJ grant funds and grantee contribution, and (d) all additions to or deletions of approved
equipment piirchaees. Any project changes in the grantee's prerogative to initiate are subject to cost allowability and budget
guidelines that may be described in (he Ci publications mentioned in the preamble to this section.
7. Maintenance Of Records. Financial records, supporting documents, statistical records, required reports, and all other rceords
pertinent to the grant project or any component part thereof shall be retained for three years from the date of the grantee'.,
submission of the final expenditure report, except that records for nonexpendable property acquired with federal grant 6n161
shall be retained for tin re year, after find disposition. The records shall be retained beyond the three-year period if audit
findings have not been resolved. Provisions to this effect mustbe included in all contracts, subcontracts, or other arrangements
for implementation of this project or any component thereof.
8, Inspection And Audit. 'Phe State of Texas, the U.S. Department of Justice, and Comptroller General of the United States, or
any of their duly authorized representatives shall have access to any books, documents, papers, and recoils pertinent to this
giant project for the purpose of making audit, examination, excerpts, and transcripts. A prousion to this effect sinal( be
included in contracts, subcontracts, or other arlaugements for implementation of this project or any component thereof.

10. Obligation of Grant bunds. Grant funds may not, without advance written approval by the Governor's Office, be obhaated
prior to the effrctite date or subsequent to the termination date of the grant period.'Obhgations must he related to goods or
services provided and utilized for ultimate program purposes.
11. Title To Property. Title to property acquired wholly or partly with grant project rands in accordance with approved budgets
shall vest in the grantee, subject to divestment at the option of LEAA or the Governor's Office (to the extent federal funds
contributed to the acquisition thereof) exercisable on notice within 180 days after the end of the grant period or termination
of the (;rant. The grantee shall exercise due care in the use, maintenance, protection, and preservation of such property during
the period of grantor interest.
12. Use Of Property For Criminal Justice Purposes. All property acquired with grant project funds or donated property
representing a grantee contribution shall be committed to use for law enforcement purposes throughout its useful life.
13. Project Income. All income earned by a grantee with respect to grant funds or as a result of conduct of the grant project (sale
of publications, registration fees, service charges on fees, etc.) must be accounted for. An project income must be applied to
project purposes or as a reduction of total project cost. .
14. Publications. Grantee may publish at its expense the results of grant activity without prior CJ review, provided that any
publication (written, usual, or sound) includes acknowledgement of CJ grant support. The following disclaimer must be
included in the acknowledgement:
The fact that the Governor's Office provided financial support to the activity described in this publication does not
necessarily indicate concurrence in the statements or conclusions contained herein.
At least three copies of any such publication must be provided to the Governor's Office. The Governor's Office reserves the
right to require additional copies hefoie or after review. of the original three. Publication with grant funds of copies beyond
those required by the Governor's Office must be provided for in the approved application plan and budget. For large quantity
publication, the Got error's Office may require advance submission of manuscript.
15. Copyrights. Where actkities supported by this grant produce original books, manuals, films, computer programs (including
executable computer programs and supporting data m any form), or other copyrightable material, the grantee may copyrig.st
such, but the Governor's Office reserves a royalty fee, nonexclusive, and irrevocable license to produce, publish, and use sic:s
materials, and to authorize others to do so. Disposition of royalties will be determined by the Governor's Office. Provisions
appropriate lo'effectuate tate purposes of this condition must be in all employment contracts, consultants' agreements, and
other contracts.
10. Patents. If any discovery of invention arises or is developed in the course of or as a result of work performed under this grant,
by the grantee or contractor, the grantee shall refer the discovery or invention to the Governor's Office, which will determine
whether or not patent protection will be sought; how any rights therein. includmg patent rights, will de disposed of and
administered; and the need for other action required to protect the public interest in work supported with federal funds. a.11

report the grantee shall identify any discovery or invention arising under or developed in the course of or as a resuit of work
performed under this grant or shall certify that there are no such inventions or discoveries.
17. Allowable Costs. The allowability of costs incurred under any grant shall be determined in accordance with the genera.'

18. Expenses Not Allowable. Grant funds may not be expended for (a) items not part of the approved budget or subsequently
