HomeMy WebLinkAbout16819 RES - 01/13/1982A RESOLUTION DESIGNATING AN ELIGIBLE BLIGHTED AREA UNDER THE DEVELOPMENT CORPORATION ACT OF 1979, AS AMENDED; DETAILING FINDINGS AS TO THE REASONS AND OBJECTIVES FOR SUCH DESIGNATION: REPRESENTING THAT THE AVAILABILITY OF FINANCING WILL CONTRIBUTE SIGNIFICANTLY TO THE ALLEVIATION OF BLIGHTED CONDITIONS; DESCRIBING THE TYPES OF PROJECTS AUTHORIZED TO ENHANCED REDEVELOPMENT OF THE ELIGIBLE - BLIGHTED AREA; REPRESENTING THAT THE CITY WILL REVIEW ALL PROJECTS; DESCRIBING PROPOSED PUBLIC IMPROVEMENTS SCHEDULED IN THE ELIGIBLE BLIGHTED AREA; AND DECLARING AN EMERGENCY. WHEREAS, by Resolution adopted July 16, 1980, by the City Council of the City of Corpus Christi, the City of Corpus Christi authorized the creation of the Corpus Christi Industrial Development Corporation to exercise the powers of such corporations organized pursuant to the Development Corporation Act of 1979, as amended; . WHEREAS, the aforesaid Development Corporation Act of 1979, as amended, (hereinafter the "Act"), together with the Rules for Issuing Industrial Development Bonds promul- gated thereunder by the Texas Industrial Commission, (here- inafter the "Rules"), provide for financing of projects to be commercial uses; and WHEREAS, said Act and Rules provide certain proce- dures with respect to the establishment and designation of Eligible Blighted Areas within the City for the purposes of financing projects to be commercial uses and alleviating economically depressed or blighted areas; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The following described area is established and designated as an Eligible Blighted Area for 16819 SEP 2 8 1984, ALUDELMED,. • the purposes of the Act, as amended, and the rules for issu- ing industrial development bonds promulgated pursuant thereto: CENTRAL IMPROVEMENT DISTRICT Beginning at the intersection of Ocean Drive and Morgan Avenue; thence in a westerly direction along Morgan Avenue to S.H. 286, also known as the Crosstown Expressway; thence in a northerly direction along S.H. 286 to Interstate Highway 37; thence in a westerly direction along I.H. 37 to Port Avenue; thence in a northeasterly direction along Port Avenue to Stroman Road; thence in a northerly direction along Stroman Road and across the Main Turning Basin to intersect with the original north city limit line of the City of Corpus Christi, Texas; thence in an easterly direction along said city limit line to its intersection with the city limit line that bounds the area known as Corpus Christi Beach on the northwest; thence continuing with the city limit line in a northeasterly direction to the northernmost end of Corpus Christi Beach; thence in a southeasterly, southerly, and southwesterly along the mean tide shoreline around Corpus Christi Beach to its intersection with the northernmost end of the breakwater; thence in a generally southerly direction along the breakwater to its intersection with Shoreline Drive immediately north of McGee Beach; thence southerly along Shoreline Drive and continuing along Ocean Drive.to the point of origin at Morgan Avenue. (Map attached as "Exhibit A"). Section 2. The City makes the following detailed findings as to the reasons for such designation and description of the overall objectives for redevelopment and recovery of the Eligible Blighted Area: CENTRAL IMPROVEMENT DISTRICT The Central Improvement District basically includes all of the Central Business District as well as Corpus Christi Beach. This area has traditionally contained a number of vacant or obsolete buildings and is approved by the Department of Housing and Urban Development as eligible under the Community Development Block Grant program. ------ Redevelopment is being encouraged in the Central Business District and Corpus Christi Beach, thus strengthening and solidifying the tax base in this area. The Central Business District and Corpus Christi Beach are both gateways to the City and form a lasting impression to visitors of the City; therefore, redevelopment of these areas is critical in meeting the overall objectives of the City in developing tourism and supporting the Convention Center. The Central Improvement District was originally created by a Charter Referendum of the citizens of Corpus Christi, and has as its purpose, "the extension of commercial development and the provision of public facilities, of hotels, motels, or not by limitation of the facilities for the purposes of commerce, tourism, resort activity, and convention accomodation...." In particular reference to the Marina area, the designation is designed to promote architecturally and aesthetically compatible development of the existing land masses and the possible construction of an additional commercial land mass. The development of an additional land mass would significantly aid in the revitalization of the Central Improvement District. In keeping with the objective established by the Charter Referendum, the inclusion of this area as an Eligible Blighted Area expands the opportunities available for redevelopment. Section 3. The City finds and represents to the Texas Industrial Commission that the availability of financing of projects for commercial uses under the Act will contribute significantly to the alleviation of the blighted conditions found to exist in the designated Eligible Blighted Area. Section 4. The principal types of projects for commercial uses desired and authorized by the City to enhance its redevelopment efforts in the Eligible Blighted Area are the acquisition, construction and development of hotel and motel facilities, including restaurants, meeting rooms, swimming pools, parking facilities and other commercial space reasonably related to the development and support of such facilities, and the redevelopment or construction of similar additions to existing hotels and motels. Presently, this list of commercial uses planned in the Eligible Blighted Area is exclusive; however, other types of projcts are anticipated and will be considered on a case by case basis. Section 5. The City represents that it will review all project descriptions for approval of specific projects for commercial uses in order to determine whether such projects are consistent with the City's objectives for redevelopment of the Eligible Blighted Area. Section 6. At the time of the adoption of this resolution, the City has planned the following public improvements to be made within the Eligible Blighted Area: (See attached "Exhibit B"). Section 7. Upon the written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient administration of City affairs and the prompt economic redevelopment of said Eligible Blighted Area, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this the 13th day of January, 1982. January 13, 1982 : Ekhibif "B" • PUBLIC IMPROVEMENTS TO BE MADE WITHIN THE CENTRAL IMPROVEMENT DISTRICT The following Public Imp-covements are presently scheduled for construction within the Central Improvement District: 1) Parking Facility Improvement $900,000 from Community Development Block Grant funds Although at this time no site has been chosen for this facility, it is anticipated that construction will begin in 12 months from this date and will be completed in 24 months from this date. 2) Peoples Street and Shoreline Intersection and Crosswalk Improvements $200,000 from Community Development Block Grant funds It is anticipated this improvement will be commenced within 9 months from this date and completed within 18 months from this date. This project -connects the Central Improvement District with the Bayfront area. 3) Downtown Intersection Improvements $695,877 from Bond funds and CDBG funds This project is presently under way. Completion is expected within 8 months. 4) Downtown Sidewalk and Renovation Project $260,000 from Bond funds and CDBG funds Contract awarded this date. Construction to be completed within 12 months. 5) New Central Public Library $5,000,000 - Subject to February 20, 1982 Bond Election This project is proposed in the upcoming February 20, 1982 Bond Election. Should project be passed by the voters, construction is anticipated within 18 months from the date of the Bond Election. 6) Reconstruction of the L -Head Bait Stand $54,100 from Bond funds and FEMA funds This contract has been approved this date and construction is ex- pected to be completed within 6 months. 7) Reconstruction of the Marina Office Estimated cost - $110,000 from Bond funds and FEMA funds This project is expected to be under construction within 6 months .and completed within an additional 12 months. 8) Reconstruction of Marina Fuel Station and Fuel Supply Depot Estimated cost - $45,000 from Bond funds and FENN funds This project expected to be under construction within 6 months and completed within an additional 12 months. • Corpus Chrisfexas /3 day of 40" , 198/3— TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance or resolution, an emergency exists requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings; 1/we, therefore, request that you suspend said Charter rule and pass this ordinance or resolution finally on the date it is. introduced, or at the present meeting of the City Council.
