NETEK COMPANY FOR CONSTRUCTION OF THE OLD BROWNSVILLE ROAD BOX CULVERT; AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 PROVIDING FOR ADDITIONAL BOX SECTIONS; APPROPRIATING $45,000 OUT OF THE NO. 295 STORM SEWER BOND FUND OF WHICH $37,540 IS FOR THE CONSTRUCTION CONTRACT, $2,100 IS FOR CHANGE ORDER NO. 1 AND $5,360 IS FOR ADDI- TIONAL ENGINEERING, LEGAL ADVERTISING, CONTINGENCIES AND RELATED EXPENSES APPLICABLE TO PROJECT NO. 295-77-16, OLD BROWNSVILLE ROAD BOX CULVERT; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute a contract with E. J. Netek Company for construction of the Old Brownsville Road Box Culvert, all as more fully set forth in the plans and specifications and contract documents on file in the office of the City Secretary, all of which are made a part hereof by reference and according to the bid of E. J. Netek Company, opened on the 27th day of January, 1982, said bid being the lowest and most advantageous to the City of Corpus Christi, Texas. SECTION 2. That the City Manager be and he is authorized to exe- cute Change Order No. 1 to the aforesaid contract to provide for additional box sections, a substantial copy of said Change Order No. 1 being attached hereto as Exhibit "A". SECTION 3. That there is hereby appropriated the sum of $45,000 out of the No. 295 Storm Sewer Bond Fund, of which amount $37,540 is for the construction contract, $2,100 is for Change Order No.1 and $5,360 is for additional engineering, legal advertising, contingencies and related expenses applicable to Project No. 295-77-16, Old Brownsville Road Box Culvert. SECTION 4. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for preserving public property by executing the above contract and change order and expediting construction of necessary improvements, such finding of an emergency is made and declared requiring suspension of the Charter rule 16850 SEP 8 1984 MICROFILMED lw;2-1-82:2nd, as to consideration and voting upon ordinances or resolutions at three_ regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this—lief day of February, 1982. J. Netek Construction Co. CHANGE ADD DEDUCT --. 1. Add 6 L.P. of 8 x 6' Precast Reinforced„, Concrete Box Culvert at the unit bid price of $350.00 per linear foot $2,100.00 2. Change the distances from centerline of Old Brownsville Road to the ends of the box culvert to 49 feet south and 63 feet north at no additional cost. TOTAL: 82,100.00 Why was this change necessary? (If left off the plans and specifications, explain why.) As presently designed, the two 4" methanol lines owned by the Celanese Company would have to be lowered below the grade of the ditch at an estimated cost -of $50,000, a cost which would be borne by the City. Extension of the box culvert would eliminate this cost. How can similar changes be avoided in the future? Closer coordination with private pipeline owners and State Highway Department personnel.
