CANCELLING AND RESCINDING ORDINANCE NO. 12552, PASSED
AND APPROVED BY THE CITY COUNCIL ON JULY 22, 1970, WHICH
AUTHORIZED AN ARCHITECTURAL CONTRACT WITH SWANSON, HEISTER,
WILSON, CLAYCOMB (SHWC, INC.) ARCHITECTS, FOR ARCHITECTURAL
SERVICES IN CONNECTION WITH THE DESIGN OF A HEAVY EQUIPMENT
BUILDING AT THE CITY MUNICIPAL SERVICE CENTER, AND DECLARING
NULL AND VOID THE TERMS AND CONDITIONS OF THE CONTRACT SAVE
AND EXCEPT THOSE THAT HAVE BEEN MET, ARISING OUT OF THE
AUTHORITY OF ORDINANCE NO. 12552 AND THE CONTRACT APPROVED
THEREBY; REVERTING ALL UNEXPENDED APPROPRIATIONS FROM THE
264 MUNICIPAL SERVICE CENTER BOND FUND (FORMERLY NO. 207
PUBLIC BUILDING BOND FUND) HERETOFORE AUTHORIZED FOR
PROJECT NO. 264-72-2, HEAVY EQUIPMENT MAINTENANCE BUILDING
CONSTRUCTION; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 12552, passed and approved by the
City Council on July 22, 1970, which authorized an architectural contract with
Swanson, Heister, Wilson, Claycomb (SHWC, Inc.) Architects, for architectural
services in connection with the design of a heavy equipment building at the
City Municipal Service Center be and the same is hereby cancelled and rescinded,
and the terms and conditions of the contract authorized by said Ordinance No.
12552 are declared null and void save and except as to those terms and
conditions that have been met.
SECTION 2. That the unexpended appropriations from the No. 264
Municipal Service Center Bond Fund (formerly No. 207 Public Building Bond
Fund) heretofore authorized for Project No. 264-72-2, Heavy Equipment
Maintenance Building Construction, are hereby reverted.
SECTION 3. That upon written request of the Mayor or five
Council members, copy attached, to find and declare an emergency due to the
need for efficient administration of City affairs by declaring cancelled
the contract and appropriations heretofore authorized for the heavy equip-
ment building at the Municipal Service Center, such finding of an emergency
is made and declared requiring suspension of the Charter rule as to consider-
ation and voting upon ordinances or resolutions at three regular meetings
so that this ordinance is passed and shall take eff ct upon first reading
as an emergency measure this the irt day of , 1982.

For the reasons set forth in the emergency clause of the foregoing ordinance or resolution,
an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; 1/we, therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it is
introduced, or at the present meeting of the City Council.
