AMENDING THE CODE OF ORDINANCES BY ADDING
SECTION 57-200 ENTITLED TRANSFER OPERATION
PERMIT AND AMENDING SECTION 57-178 TO
ESTABLISH REQUIREMENTS AND PROCEDURES FOR
OPERATING NONEMERGENCY MEDICAL TRANSFER
SERVICES IN THE CITY; AMENDING SECTIONS
57-179 THROUGH 57-180 TO UPDATE REQUIREMENTS
FOR DRIVERS AND ATTENDANTS; AND AMENDING THE
DEFINITION OF "AMBULANCE SERVICE" IN SECTION
57-170.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the Code of Ordinances of the City of
Corpus Christi be amended by adding Section 57-200 entitled
"Transfer Operation Permit" and containing the following text:
A person may obtain a permit to conduct solely transfer
operations on a nonemergency basis upon compliance with the
following:
(a) The filing of an application .for a transfer
operation permit which shall include all the information required
for an ambulance operator permit provided by Section 57-173
herein, and the payment of similar permit fees.
(b) Upon the receipt of such an application for a
transfer operation permit, the permit officer shall, within
fifteen (15) days, inspect the ambulances listed in the .
application. Each vehicle approved must meet the following
requirements at the time of inspection and at all times
thereafter while being used in transfer operation service:
(1) That it is suitable for the transportation of
patients from the standpoint of health, sanitation and
safety, in accordance with regulations promulgated
under Section 57-198.
(2) That it complies with all state laws and
local ordinances relating to health, sanitation and
motor vehicles generally.
(3) That it be a van -type vehicle capable of
carrying a cot in fixed position or a wheelchair, and
that it provide a seat for the attendant and sufficient

headroom for the attendant to administer aid to the
patient when required.
(4) That it be equipped with appropriate
temperature control equipment to maintain a comfortable
patient environment.
(5) That it be equipped with all of the required
equipment pertaining to ambulances granted permits by
the Texas State Department of Health and the following
additional equipment: a long spine board with
' accessories, oxygen equipment with masks of assorted
sizes, a blood pressure manometer, cuff and
stethoscope, and a fire extinguisher of the type and
size approved by the fire marshall.
(6) That it be marked on both sides and on the
rear with the designation "Medical Transfer Vehicle"
and the,name or trade name of the proposed permit
holder, easily readable from a distance of at least
fifty (50) feet.
(c) Vehicles permitted under this section shall not be
equipped with emergency lights, sirens or special markings which
would be required for use on emergency runs. Two-way radio
equipment may be utilized on vehicles permitted under this
section; provided, however, that the radio frequency used must be
approved by the permit officer.
(d) The procedures, requirements for drivers and
attendants, and terms contained in Sections 57-175 through 57-177
and 57-179 through 57-186 which apply to ambulance operator
permits shall also apply to transfer operation permits.
SECTION 2. That Section 57-178 of the Code of
Ordinances of the City of Corpus Christi be amended by adding the
following underlined phrase within the text of Section 57-178 in
the position indicated:
It shall be unlawful for any person to operate or
drive or cause to be operated or driven upon the
public streets, alleys, and ways of the City of
Corpus Christi an ambulance while furnishing
ambulance service or transfer operation service
unless the ambulance is being driven by the holder
of an ambulance driver permit or attendant permit
and the driver is accompanied by the holder of an
ambulance attendant permit.
SECTION 3. That Section 57-170 of the Code of
Ordinances of the City of Corpus Christi be amended by deleting
the following language from subsection (b) therein:
provided, however, "ambulance service" shall not
mean or include providing or making available, on
a volunteer or nonprofit basis, transportation for
routine nonemergency medical examination or
treatment.
SECTION 4. That Section 57-179 of the Code of
Ordinances of the City of Corpus Christi be amended by deleting
subsection (a)(6) therein in its entirety and substituting the
following:
(a)(6) That he holds a current Emergency Care
Attendant certificate.
That Section 57-179 be further amended by deleting subsection (e)
therein in its entirety.
SECTION 5. That Section 57-180 of the Code of
Ordinances of the City of Corpus Christi be amended by deleting
subsection (e) therein in its entirety.
