HomeMy WebLinkAbout16917 RES - 03/03/1982A RESOLUTION DESIGNATING ELIGIBLE BLIGHTED AREAS UNDER THE DEVELOPMENT CORPORATION ACT; MAKING FINDINGS AND REPRESENTATIONS IN RELATION THERETO; AND DECLARING AN EMERGENCY. WHEREAS, by Resolution adopted July 16, 1980, by the City Council of the City of Corpus Christi, the City of Corpus Christi authorized the creation of the Corpus Christi Industrial Development Corporation to exercise the powers of such corporations organized pursuant to the Development Corporation Act of 1979, as amended; WHEREAS, the aforesaid Development Corporation Act of 1979, as amended, (hereinafter the "Act"), together with the Rules for Issuing Industrial Development Bonds promul- gated thereunder by the Texas Industrial Commission, (here- inafter the "Rules"), provide for financing of projects to be commercial uses; and WHEREAS, said Act and Rules provide certain proce- dures with respect to the establishment and designation of Eligible Blighted Areas within the City for the purposes of financing projects to be commercial uses and alleviating economically depressed or blighted areas; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The following descri-bed areas are established and designated as Eligible Blighted Areas for the purposes of the Act, as amended, and the rules for issu- ing industrial development bonds Promulgated pursuant. thereto: COMMUNITY DEVELOPMENT BLOCK GRANT ELIGIBLE AREAS ' The following numbered census tracts presently eligible for Community Development Block Grant Funds proposed as Eligible Blighted Areas are: . Census Tract #1 Census Tract #2 Census Tract #3 Census Tract #4 Census Tract #5 16917 SEP 46 1984 Census Tract #8 Census Tract #9 Census Tract #10 Census Tract #11 Census Tract #12 Census Tract 1/13 Census Tract #15 Census Tract #16 Census Tract #17 Census Tract 1/30 (Map attached as "Exhibit A") WESTERN AIRPORT DEVELOPMENT AREA Beginning at the intersection of Interstate Highway 37 and North Padre Island Drive, also known as S.H. 358; thence in a southerly direction along North Padre Island Drive to Leopard Street; thence in a westerly direction along Leopard Street to Corn Products Road; thence in a southerly direction along Corn Products Road across its intersection with Hopkins Road directly to S.H. 44,- also known as Agnes Street; thence in a westerly direction along S.H. 44 to Bockholt Road; thence in a southerly direction along Bockholt Road to the City limit line that bounds the southwestern portion of the City; thence in a northwesterly direction parallel to the path of the city limit line to the intersection of Rand Morgan Road and S.H. 44; thence in a • northerly direction along Rand Morgan Road to Interstate Highway 37; thence in a southeasterly direction along Interstate Highway 37 to the point of origin at North Padre Island Drive. (Map attached as "Exhibit B") - Section 2. The City makes the following detailed findings as to the reasons for such designation and description of the overall objectives for redevelopment and recovery of the Eligible Blighted Areas: COMMUNITY DEVELOPMENT BLOCK GRANT ELIGIBLE AREAS The Community Development Block Grant Eligible Areas have been designated eligible for the Community Development Block Grant Program under the Housing and Community Development Act of 1974, as amended. Basically, their eligibility derives from a complex formula based primarily on a majority of the residents of the area having incomes which do not exceed 80% of the median income of the Standard Metropolitan Statistical Area (SMSA). Additionally, a significant amount of substandard or obsolete buildings are located within the areas. Unemployment rates tend to be higher in these census tracts than in any other census tracts in the City. Approximately $30 million in CDBG funds have been allocated directly to these areas since January 1975, primarily for infrastructure such as streets, gutters, sidewalks, and storm drainage. Development of commercial activity in these areas will aid in their redevelopment and provide secondary support to the downtown commercial sector and the Convention Center. WESTERN AIRPORT DEVELOPMENT AREA The Western Airport Development Area is located to the north of the Corpus Christi International Airport in the western portion of the City. The area is basically undeveloped or under -developed. Potential for development is rather large, given its proximity to both the airport and the industrial operations at the Port of Corpus Christi. It is bounded on two sides by eligible CDBG areas, and as such, can be considered an extension of the CDBG areas. Development or redevelopment in this area can be considered as an attempt by the City to utilize land presently within the City limits rather than expanding into the City's extra -territorial jurisdiction. Access to the area is excellent and would indicated that it is a prime potential development area for commercial hotel and motel development. Such hotel and motel development would primarily serve regular commercial traffic and help alleviate the over -demand on downtown and bayfront hotels and motels; thus providing secondary support to the tourist and Convention Center traffic. Development of the area would increase job opportunities within the City, with a majority of the jobs being available to persons residing within the CDBG areas. Section 3. The City finds and represents to the Texas Industrial Commission that the availability of financing of projects for commercial uses under the' Act will contribute significantly to the alleviation of the blighted conditions found to exist in the designated Eligible Blighted Areas. Section 4. The principal types of projects for commercial uses desired and authorized by the City to enhance its redevelopment efforts in the Eligible Blighted Areas are the acquisition, construction and development of hotel and motel facilities, including restaurants, meeting rooms, swimming pools, parking facilities and other commercial space reasonably related to the development and support of such facilities, and the redevelopment or construction of similar additions to existing hotels and motels. Presently, this list of commerical uses planned in the Eligible Blighted Areas is exclusive; however, other types of projects are anticipated and will be considered on a case by case basis. Section 5. The City represents that it will review all project descriptions for approval of specific projects for commercial uses in order to determine whether such projects are consistent with the City's objectives for redevelopment of the Eligible Blighted Areas. Section 6. At the time of the adoption of this resolution, the City has planned the following public improvements to be made within the Eligible Blighted Areas: (See attached "Exhibit C") Section 7. Upon the written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient administration of City affairs and the prompt economic redevelopment of said Eligible Blighted Areas, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this they of March, 1982.
