Garcia Jr. Dr. Arnold Gonzales Betty Jean Longoria John Longoria* Edward A. Martin ABSENT Mayor Pro Tem Melody Cooper Dr. David McNichols City Staff: City Manager David R. Garcia City Attorney James R. Bray Jr. City Secretary Armando Chapa Mayor Neal called the meeting to order in the Council Chambers of City Hall. City Secretary Chapa called the roll and verified that the necessary quorum of the Council and the required charter officers were present to conduct the meeting. Mr. Chapa then explained that his office compiled the precinct -by -precinct results from the City Council general election held April 3, 1999, which were distributed to the Council members. He said the Mayor also had the original election return tapes by precinct, which he could use to compare with the computer print-outs of the returns. Mr. Chapa then read the captions of the proposed ordinances the Council will consider. Mayor Neal randomly verified the election day returns of 10% of the precincts as follows: Precincts 4, 24, 9, 40 & 19 (a combined precinct), 53, 70, 80, 94, and 119; there were no discrepancies. *While the Mayor was verifying the returns, Council Member Colmenero arrived at 9:12 a.m. and Council Member John Longoria arrived at 9:14 a.m. The Mayor asked if any audience member had any comments or wished to have the results of a specific precinct verified. There were no comments from the audience. Mr. Chapa polled the Council for their votes as follows: C. ORDINANCE NO. 023603 Ordinance canvassing returns and declaring the results of the General Election held on April Minutes Special Council Meeting April 6, 1999 Page 2 3, 1999, in the City of Corpus Christi, for the purpose of electing the Mayor and Council Members. An emergency was declared and the foregoing ordinance passed by the following vote: Colmenero, Garcia, Gonzales, B. Longoria, J. Longoria, Martin, and Neal voting "Aye"; Cooper and McNichols absent. Responding to Council Member Martin, Mr. Chapa said the Hilltop Community Center would not be one of the early voting sites because it is located in District 1, which is not one of the districts involved in the runoff election. With regard to mobile voting, Mr. Chapa said they attempted to get as many sites as possible in Districts 2, 3, and 4. He said a few of the early voting sites, such as Padre Staples Mall and C.C. Area Council for the Deaf, are outside those districts but are being used because of their high voter turn out. Mayor Neal called for comments from the audience on the next ordinance, and there were none. Mr. Chapa polled the Council for their votes as follows: D. ORDINANCE NO. 023604 Ordinance ordering a runoff election to be held on April 17, 1999 in the City of Corpus Christi; designating polling place locations; enacting provisions incident and relating to the subject and purpose of this ordinance. An emergency was declared and the foregoing ordinance passed by the following vote: Colmenero, Garcia, Gonzales, B. Longoria, J. Longoria, Martin, and Neal voting "Aye"; Cooper and McNichols absent. Mayor Neal expressed the appreciation of all of the candidates for the efforts of the City Secretary's Office during the general election. Mr. Chapa also thanked the following people: his staff, consisting of Mary Juarez (who had the bulk of the responsibility for the election), Rachelle Ramon, John Sendejar, Monique Gonzales, and Terri Santoya; as well as Esta Hardy, Raul Rodriguez, Connie Burns, and several city employees who worked on election night. There being no further business to come before the Council, Mayor Neal declared the special Council meeting adjourned at 9:22 a.m. on April 6, 1999. * * * * * * * * * * * * *
