HomeMy WebLinkAbout16999 RES - 04/21/1982KF:jkh:4-16-82;lst A RESOLUTION OPPOSING A PROPOSED CITY CHARTER AMENDMENT PROVIDING FOR COMPULSORY BINDING ARBITRATION OF COLLECTIVE BAR- GAINING DEADLOCKS; URGING THE REJECTION OF SAID AMEND- MENT; AND DECLARING AN EMERGENCY. WHEREAS, an amendment to the Charter of the City of Corpus Christi has been proposedthat would call for compulsory binding arbitration of collective bargaining deadlocks between the City.and its firefighters and police officers; and WHEREAS, such a system of binding arbitration would allow the amount of compensation paid to firefighters and police officers to be determined by an individual arbitrator not accountable to the vqters, rather than by the City Council; and WHEREAS, the amount of compensation paid to firefighters and police officers directly affects the City's tax rate; and WHEREAS, it is essential that the tax rate of the City of Corpus Christi be determined by the elected representatives of the people of Corpus Christi rather than by an individual not answerable to the people and not subject to their control: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That compulsory binding arbitration would be an undesir- able and unwarranted intrusion on the right of the people of Corpus Christi to control, through their elected representatives, the City's tax rate, its budget, and the overall cost of City government. SECTION 2. That the proposed City Charter amendment calling for compulsory binding arbitration of collective bargaining deadlocks should be rejected. SECTION 3. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient and effective administration of City affairs by making known the views of the City Council on the issue of compulsory binding arbitration and the detrimental impact it would have if it were adopted, such finding of an emergency is made and declared requiring suspension of the Charter rule 16939 taklautILMED •416*4 as to consideration and voting upon ordinances or resolutions at three regular meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this „,21 day of April, 1982..
