Garcia City Secretary Armando Chapa Assistant City Attorney Alison Gallaway Recording Secretary Rachelle P. Ramon Mayor Neal called the workshop to order in the City Hall Basement Training Room. City Secretary Chapa called the roll and verified that the necessary quorum of the Council and the required charter officers were present to conduct the workshop. *Council Member Gonzales arrived at 12:12 p.m. Ms. Bonnie Allin, Aviation Director, said the design team has been working very hard to provide more efficient delivery of services for airport customers in addition to designing an attractive facility that presents the best possible image of the community. She said they recognize that the airport is the first and last impression a visitor has of the city. Ms. Allin said they started with a long-term master plan of the ultimate airport and they worked backward to construct a comprehensive program of multiple projects to improve the entire airport, including the parking facilities, terminal facilities, and the airfield. She noted that the airport has been totally self-sufficient for the last 10 years --no local tax dollars have been involved. She said over $25 million has been spent in the last 10 years improving safety, security and the airfield. Now they are turning their attention and resources toward the landside projects which customers and visitors see the most. The Aviation Director said the design team has met extensively with all the terminal's tenants and they meet monthly with the airline, architectural, and financial committees. Mr. Tom Mertons, Deputy Project Manager with DMJM Aviation, said that based on the approved airport master plan, they initiated the programming phase in December 1998, which was an effort to qualify the overall requirements for the terminal and landside improvement projects. He said they developed a conceptual design that has been continued through the schematic design Minutes City Council Workshop August 31, 1999 Page 3 Additional discussion of the two designs followed. Council members expressed concern about the length of the outside canopy to cover cars and passengers at the front of the terminal. The designers explained that due to the cost and structure of an extended canopy, the plans had been altered to shorten the canopy. Based on Council members' comments, City Manager Garcia suggested that the designers revisit that issue, Mayor Neal said the Council seemed to like the rounded design more than the squared -off one. Ms. Allin added that they have discussed the idea of developing an art master plan for the entire facility. Mayor Neal thanked the members of the Airport Board for their participation in this project. There being no further business to come before the Council, he declared the workshop adjourned at 1:17 p.m. on August 31, 1999. *************
