Mayor Neal called the meeting to order in Room 221 of the Bayfront Plaza Convention
Center. City Secretary Chapa checked the roll and verified that the necessary quorum of the Council
and the required charter officers were present to conduct the meeting. Judge Borchard also declared
that a quorum of the Commissioners Court was present.

Mayor Neal and Judge Borchard then gave their opening remarks.
The first presentation was made by Mr. Tom Utter, Assistant City Manager for Development
Services, regarding areas being proposed for annexation. Mr. Utter responded to specific questions
about annexation from members of the City Council and Commissioners Court.
The second issue to be discussed was hurricane response efforts. Judge Borchard said that
during a recent meeting of representatives of five area counties, there was a consensus that I1-1-37
should be opened up with sufficient time prior to the onset of a hurricane in the Coastal Bend. City
Manager Garcia briefed the Council and Commissioners Court on efforts the city has undertaken
regarding its hurricane response. Mr. Juan Ortiz and Mr. Chris Lawrence, respectively the city's and
county's Directors of Emergency Management, also provided reports on their entity's efforts.
Additional questions were raised regarding annexation issues, including services provided,

beach cleaning, and public safety services. Mr. Utter and Sheriff Larry Olivarez responded to the
questions.
The third issue addressed was the Central Communications Center. Mr. Lawrence and Mr.
Edward Herrera distributed copies of the Nueces Metro -Com communications proposal and
described the history of Nueces County's consolidation efforts regarding the communications center.
Police Capt. Leonard Scott described a study that will be undertaken by a consultant, who
should provide a report by mid-December. He and the other two speakers also responded to
questions and comments from the elected officials. Mr. Lawrence said the county was not
participating at this time in the Mobile Data Terminals/Automated Vehicle Location System. Judge
Borchard said that technically the county was ready to proceed with the system in 1993.
Commissioner McComb made a motion to establish the Central Communications Center by
January 15, 2000; seconded by Council Member Gonzales. There was additional discussion but no
action was taken on the motion.
Mayor Neal said that when they initially set up the joint meeting, it was to have ended at 1:30
p.m. He said he and Council Members John Longoria and Rex Kinnison had other commitments they
needed to keep. He added that they could reconvene at some future time. Commissioner Schwing
asked that they make a gentleman's agreement to meet again in not more than 60 days, particularly
to discuss the communications center.
Commissioner McComb made a motion to adjourn the Commissioners Court, seconded by
Commissioner Noyola and approved.
The joint meeting adjourned at 1:30 p.m. on October 13, 1999.
