HomeMy WebLinkAbout17233 RES - 09/01/1982A RESOLUTION IN SUPPORT OF THE CITY OF CORPUS CHRISTI'S DESIGNATION AS THE LOCAL GOVERNMENTAL UNIT RESPONSIBLE FOR IMPLEMENTATION OF BLOCK GRANTS IN THE LOCAL AREA. WHEREAS, the City of Corpus Christi is currently a direct recipient of federal grants-in-aid in the areas of services to the elderly and indigent, employment and training services, and community development; and WHEREAS, the City of Corpus Christi currently operates efficient and effective programs utilizing federal grants that equitably address the issues of local concern; and WHEREAS, the federal government is considering a plan to give grant funds to the various states, with states then being responsible for distributing such funds to the various political subdivisions; and WHEREAS, the disruption of current systems of delivery would have a devastating effect on the clients served by the local services delivery system; and WHEREAS, the direct granting of funds by the state to the local level without the imposition of state regulations in addition to federal regulations will minimize the administrative costs of the program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1. That the City of Corpus Christi requests formal assurance that state administration of block grants proceed with a minimum of disruption of current effective service delivery systems in Corpus Christi by the inclusion of the City of Corpus Christi at the staff level in the state planning for block grant implementation as well as the state planning for subsequent years' ongoing programs and by legislative limitation of administrative costs; and, SECTION 2. That the City of Corpus Christi request designation by the state as the local unit of government responsible for local -level planning and coordination with state -level agencies for receiving federal block grant funds passed to the local level with a minimum of state administrative costs, and for implementing and maintaining service delivery programs under the block grant system for Corpus Christi either directly or by subcontract. 17233 1:4) sE.p 1984 • OFILM ED SECTION 3. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for efficient administration of City affairs by requesting that the inclusion of the City at the staff level in the state planning for block grant implementation, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this the Ass024.447 itat- day of st, 1982.
