FINDING THAT THE BAYFEST '82 ON OCTOBER 1 THROUGH
OCTOBER 3, 1982, IS IN THE INTEREST OF THE PUBLIC
WELFARE; CLOSING THE 1200 THROUGH 1600 BLOCKS OF NORTH
SHORELINE BOULEVARD TO VEHICULAR TRAFFIC FROM 8 A.M.
FRIDAY, SEPTEMBER 24, 1982, THROUGH 12 NOON WEDNESDAY,
OCTOBER 6, 1982; GRANTING THE EXCLUSIVE USE OF FOUR
MUNICIPAL PARKING LOTS AND THE BARGE DOCK TO BAYFEST INC.
FROM 6 P.M. FRIDAY, OCTOBER 1, 1982, THROUGH 12 MIDNIGHT
SUNDAY, OCTOBER 3, 1982.
WHEREAS, Bayfest Inc., hereinafter called "Bayfest", has formulated
plans for the Bayfest '82 to be held on Friday, October 1 through Sunday,
October 3, 1982; and
WHEREAS, the purpose of said Bayfest '82 is to feature festival
activities and entertaining programs sponsored by numerous Corpus Christi
Civic Clubs and organizations; and
WHEREAS, the proceeds from Bayfest-'82 will be used for community
and civic projects; and
WHEREAS, Bayfest has requested that from 8 a.m. Friday,
September 24, 1982, through Wednesday, October 6, 1982, certain blocks of
North Shoreline Boulevard be closed to vehicular traffic; and
WHEREAS, the City Council finds that Bayfest '82 will be in the
interest of the public welfare; and
WHEREAS, Bayfest has entered into a lease agreement with the City,
outlining certain terms and conditions to be met regarding the use of
streets, sidewalks, medians, and other public areas associated with Bayfest
'82.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That vehicular traffic be barred from the 1200 through
1600 blocks of North Shoreline Boulevard (both directions of travel) from
8 a.m. Friday, September 24, 1982, to 12 noon Wednesday, October 6, 1982, so
that Bayfest can sponsor a Bayfest '82, and that said areas be barricaded to
through traffic. It is directed that said areas be barricaded so as to allow
emergency vehicles, such as fire, police, and ambulance vehicles, to enter
said areas in case of an emergency. In addition to the above -stated street
closure by this ordinance, Bayfest is granted the exclusive use of sidewalks,
medians, seawall, four municipal parking lots adjacent to IH 37 acce roads .

and the municipal barge dock on North Shoreline for the period from 6 p.m.
Friday, October 1, 1982, to midnight Sunday, October 3, 1982.
SECTION 2. Publication shall be made one time in the official
publication of the City of Corpus Christi by publishing the caption of this
ordinance, stating in substance the purpose of the ordinance.
SECTION 3. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction, it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase,
word, or provision hereof be given full force and effect for its purpose.
