Garcia City Attorney James R. Bray Jr. City Secretary Armando Chapa Recording Secretary Rachelle P. Ramon Mayor Neal called the meeting to order in the Watergarden Room of the Corpus Christi Museum of Science and History. City Secretary Chapa checked the roll and verified that the necessary quorum of the Council and the required charter officers were present to conduct the meeting. Judge Borchard also declared that a quorum of the Commissioners Court was present. He added that Mr. McComb was not able to attend the meeting. City Manager Garcia updated the Council and the Commissioners Court on the recent cooperation the city received from the county in its brush collection efforts. Mr. Lawrence Mikolajczyk, Acting Director of Solid Waste Services, said last year they picked up 22,000 tons and so far this year they have collected 29,000 tons. Mr. Garcia said they would not have been able to collect that volume of brush without the county's assistance and without the city's crews working seven days a week. He said the city -county agreement consisted of an exchange of services: county crews picking up brush and the city allowing the county to use its tub grinder. The next item on the agenda was the Central Communications Center. Police Capt. Leonard Scott explained that the consultant has interviewed all the parties involved in order to define all the technical and personnel issues for the operation of the center. The consultant said there are many technical issues that need to be addressed but the center is feasible. Mr. Chris Lawrence, Director of County Emergency Management, said they are waiting for the consultant's report next month. Responding to Council Member Colmenero, Mr. Garcia said there are a number of administrative issues to be resolved, such as training, supervision, personnel classifications, and physical space requirements. Capt. Scott added that the target date is April 30, 2000. Mr. Garcia commented on the need to have a seamless transition in the operation of the communications center. Minutes Joint Meeting November 8, 1999 Page 2 He also briefly described the Mobile Data Terminals/Automated Vehicle Location System the city will utilize. Nueces County Sheriff Larry Olivarez added that his personnel have been using laptop computers in their patrol cars for 11/4 years. He said the consultants need time to complete their task. The third item on the agenda regarded grant eligibility for the old Nueces County Courthouse. Judge Borchard explained that the Texas Legislature set aside money for counties to refurbish old courthouses, and in order for Nueces County to access those funds, they must have title to the old courthouse. He said the Commissioners discussed the issue last week and he sent letters to the entities involved. He added that more information will be forthcoming as they receive feedback from those groups. The fourth item was an update on the city/county jail contract. Sheriff Olivarez said a study on that issue should be completed in about two weeks In addition, the contract outlines the process involved in negotiating a contract. Regarding the MHMR services contract, Judge Borchard said the city and the county are both sponsoring entities for those services and they are supposed to meet periodically to continue the arrangement. Council Member Gonzales asked if they could discuss any other issues other than those contained on the day's agenda. City Attorney Bray said they could only discuss the issues that were posted on the agenda. Dr. Gonzales said they had many more issues to discuss. Commissioner Noyola suggested that the Council and the Commissioners Court meet every three to six months, and Council Member Kinnison suggested they have a workshop. Following additional discussion, it was decided that the City Council and Commissioners Court will meet again no later than mid-February 2000, at which time the reports from the consultants should be ready for consideration by both entities.
