AUTHORIZING AN AGREEMENT WITH HBW ASSOCIATES FOR
PREPARATION OF AN ARCHITECTURAL PROGRAM STATEMENT TO BE
INCORPORATED INTO THE DESIGN OF THE CENTRAL PUBLIC
LIBRARY; APPROPRIATING $11,000 FOR THE AGREEMENT; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be authorized to execute an
agreement with HBW Associates for preparation of an Architectural Program
Statement to be incorporated into the design of the Central Public Library
all as more fully set forth in the agreement, a substantial copy of which is
attached hereto and made a part hereof marked Exhibit "A."
SECTION 2. That there is hereby appropriated $11,000 out of the
No. 269 Library Bond Fund applicable to Project 61o. 269-82-1, Central Public
Library.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to
take immediate action to preserve and protect public property by expediting
the construction of public improvements, such finding of an emergency is made
and declared requiring suspension of the Charter rule as to consideration and
voting upon ordinances or resolutions at three regular meetings so that this
ordinance is passed and shall take effect upon first reading as an emergency
measure this the :2L7 day of October, 1982.

AGREEMENT FOR LIBRARY CONSULTANT SERVICES
THE STATE OF TEXAS
COUNTY OF NUECES I
This agreement, made and entered into this day of
1982, by and between the City of Corpus Christi, Texas, hereinafter called "City"
and HBW ASSOCIATES, hereinafter called "Library Consultant":
WITNESSETH
THAT WHEREAS, the City intends to construct a Central Public Library; and,
WHEREAS, the City has available FIVE MILLION ($5,000,000) DOLLARS which
includes construction, site acquisition, architectural fees, contingencies and fur-
nishings; and,
WHEREAS, the City intends to enter into an agreement for architectural
services with Wisznia & Peterson Architects, hereinafter called "Architect", in
association with Morris * Aubry of Houston; and,
WHEREAS, the City desires to engage the services of a Library Program Con-
sultant to develop an Architectural Program Statement for the Central Public Library;
NOW, THEREFORE, the City and the Library Consultant agree as follows:
The Library Consultant agrees to perform the following services related to
the development of an Architectural Program Statement which is to be incorporated
into the design of the Central Public Library:
A. Services to be Performed
1, Meet with the City Staff, the Library Board and the Architect and
accumulate all information and requests available to properly
analyze and develop recommendations concerning use of the facility.
2. Prepare an outline of functional requirements and an indication
of the general location, space requirements and structural require-
ments for the following areas so as to maximize the convenience of
the user in relation to:
a) Traffic circulation within the Library.
b) Access to the shelf areas, card catalog, visual aids, and
leisure activities.
c) Administrative, artistic, leisure, managerial and operational
functioning requirements.
3. The Library Consultant will review the incorporation of the program
developed into the Architect's design plans and assure himself and
the City that the program is being carried out as intended.
4. The Library Consultant will make himself available to the City
to critique the architectural plans prior to construction.
5. The Library Consultant will provide thirty (30) sets of the
Program Statement to the City.
B. Fee
The City will pay the Library Consultant a total of $11,000 with 10000,2062._
payable upon completion and approval of the program and $2000 payable prior to
advertising for bids.
The City reserves the right to terminate this agreement at any time with
or without cause. In the event of such termination, the Library Consultant will be
paid a sum proportionate to the stage of completion of the development or implemen-
tation of the program.
IN TESTIMONY WHEREOF, witness our hands in duplicate, each of which shall
be considered an original, on the day and year first written above.
