Carl was appointed to the Port Commission of the Port of Corpus Christi Authority of Nueces County, Texas, on May 6, 1971; and WHEREAS, William E. Carl served as Chairman of the Board of said Port Commission from March 7, 1973 to January 14, 1983; and WHEREAS, due to his foresight and public -mindedness during his tenure as Port Commissioner, and particularly as Chairman of the Board, William E. Carl was the key motivator in the deepening of the Port of Corpus Christi, thus enabling larger ships to avail themselves of the Port facilities and increasing the flow of exports and imports through the Port; and WHEREAS, this foresight and"public-mindedness was instrumental in obtaining for the Port of Corpus Christi the world-wide reputation as being one of the major port facilities in the United States, thus assisting in boosting the economy of the City of Corpus Christi and surrounding area; and WHEREAS, it is deemed fitting that recognition be given to this outstanding citizen for his devotion, dedication and encouragement while serving on the Port Commission: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That we, the members of the City Council, on behalf of the citizens of this community, wish to express out deep gratitude to William E. Carl for his dedicated and unselfish service on the Port Commission and particularly as Chairman of the Board of the Port of Corpus Christi Authority of Nueces County, Texas. SECTION 2. That the City Secretary of the City of Corpus Christi is hereby instructed to provide a copy of this resolution to William E. Carl. SECTION 3. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need to express the City's appreciation to William E. Carl, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolutions at three regular A91Cg0RMED 1EP281984 J F meetings so that this resolution is passed and shall take effect upon first reading as an emergency measure this the 9th day of February, 1983.
