E. Discuss and consider City Council short and long term goals.
F. Discuss building teamwork between City Council members and determine
ways to build an effective City Council/City Manager Team. Clarify the
distinctions between policymaking and policy implementation.
Discuss and consider City Council operations and ground rules for City
Council meetings.
H. Discuss and consider City Council meeting calendar for 2007-2008.
