AUTHORIZING THE EXECUTION OF A CONTRACT WITH BENNETT,
MARTIN AND SOLKA, ARCHITECTS/MOYER ASSOCIATES INC./
PUBLIC ADMINISTRATION SERVICES FOR A STUDY OF THE SPACE
NEEDS OF THE POLICE DEPARTMENT; APPROPRIATING $46,970 FOR
THIS STUDY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute a
contract with Bennett, Martin and Solka, Architects/Moyer Associates Inc./
Public Administration Services for a study of the space needs of the Police
Department for the next twenty years and the development of various
alternatives to meet the needs, all as more fully set forth in the contract,
a substantial copy of which is attached hereto and made a part hereof, marked
Exhibit "A".
SECTION 2. That there is hereby appropriated $46,970 out of the
No. 266 Police Bond Fund applicable to project No. 266-77-1, Construction of
Additional Space, for this study.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to
take immediate action to preserve and protect public property by expediting
the construction of public improvements, such finding of an emergency is made
and declared requiring suspension of the Charter rule as to consideration and
voting upon ordinances or resolutions at three regular meetings so that this
ordinance is passed and shall take effect upon first reading as an emergency
measure this the # day of March, 1983.

AGREEMENT FOR POLICE BUILDING SPACE STUDY
THE STATE OF TEXAS §
COUNTY OF NUECES §
This agreement, made and entered into this day of
1983, by and between the City of Corpus Christi, Texas, hereinafter called
"City" and Bennett, Martin and Solka, Architects, Moyer Associates, Inc., and
Public Administration Services, hereinafter called "Consultant":
W ITNESSET H:
WHEREAS, the voters of the City of Corpus Christi have approved
bonds for the construction of additional operating space for the Police
Department; and,
WHEREAS, the City is desirous of having a consultant with expertise
in police facilities space planning and design conduct a study to determine
what the space needs of the City's Police Department will be for the next
twenty years and develop various alternatives which will meet the projected
20 year space needs with each alternative including a Phase I which will help
satisfy the current Departmental space needs and which can be accomplished
with the current bond money available including the cost of this study; and
WHEREAS, to this end, the City has requested proposals from firms
qualified in police facilities space planning and design; and,
WHEREAS, after reviewing the proposals received, the City desires
to enter into a contract with the Consultant for the space needs study;
NOW, THEREFORE, the City and Consultant agree as follows:
The Consultant agrees to perform the following services with the
final product being a comprehensive written report including necessary charts
and tables, etc:
1. Determine in square feet the current space requirements of the
Police Department based on current budgeted staffing and
compare these requirements with the square footage currently
used for Police operations.
2. Determine in square feet the space requirements for the Police
Department for the next twenty years in five year increments.
3. Develop several alternatives consisting of specific capital
improvement projects which will meet the projected space needs
of the Police Department. Each alternative shall include a
Phase I which will help satisfy the current space requirements
of the Department and whose cost does not exceed an estimated
$605,000 which the City has available for Phase I including
construction, land acquisition (if necessary), architectural
fees (exclusive of the cost of this study), contingencies and
furnishings.
4. Analyze each alternative developed in 3 above including the
advantages and disadvantages, feasibility and cost (including
life cycle costs) of each alternative.
5. In developing the alternatives, consider, analyze and report on
at least the following factors:
a. The feasibility and cost of relocating the jail and
Municipal Court operations to the Nueces County Courthouse,
having a joint City/County jail operation and expanding
Police operations into the space vacated by the jail and
Municipal Court.
b. The feasibility and cost of expanding the present Police
Building such as by adding an addition to the present
building or by constructing a new structure adjacent to the
present building.
c. The feasibility and cost of expanding the Police firing
range facility to provide more space and what functions
could be located there.
d. The feasibility and cost of using any other City property
or facilities for Police/Court Operations and what
functions could be located in the facilities.
e. The need, if any, for Police substations; their cost,
possible substation locations, what functions would be
placed in them and how they would help meet the space and
other needs of the Department.
f. The feasibility and cost of constructing a completely new
Police Building and possible locations for such a building.
In considering and analyzing the above factors, the Consultant
shall give due consideration to the investment the City has in the
current Police Building and parking lots, land acquired adjacent to
the Police Building and the Police firing range.
6. In performing the above services, accumulate and analyze all
information pertinent to the scope and goals of the study
including, but not limited to, current and projected
demographic, economic and crime statistical information and
current and projected Police manpower requirements.
7. Also, in performing the above services, work closely with a
committee composed of representatives of the City staff
(including the City Manager's Office, Police Department and
Municipal Court) and Nueces County.
8. Submit draft copies of the final report to the above committee
for review. Upon approval of the draft report by the
committee, submit 30 copies of the final report to the City.
9. Upon request by the City and/or Nueces County, make an oral
presentation of the report to the Corpus Christi City Council
and/or Nueces County Commissioners Court.
10. Complete the above services and submit the final report within
12 weeks from the time written authorization from the City is
received to proceed with the study.
The City will pay Consultant $46,970 for performance of the
services required by this agreement. Seventy-five percent (75%) of this
amount will be paid upon submission and acceptance by the City of the draft
report required in 8 above. The remaining twenty-five percent (25%) will be
paid upon acceptance of the final report by the City.
The City reserves the right to terminate this agreement at any time
with or without cause. In the event of such termination, Consultant will be
paid a sum proportionate to the stage of completion of the study and
submission of the final report.
IN TESTIMONY WHEREOF, witness our hands in duplicate, each of which
shall be considered an original, on the day and year first written above.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
