AMENDING THE CITY CODE, CHAPTER 35, OIL AND GAS WELLS, TO
ADD ADDITIONAL BLOWOUT PREVENTION MEASURES AS
REQUIREMENTS PERTAINING TO SURFACE CASING SETTING DEPTHS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Code, Chapter 35, Oil and Gas Wells, be
amended by amending Section 35-126, Surface Casing" by adding the following
at the end of that section:
Any exception to Railroad Commission of Texas Statewide
Rule 13A as amended effective January 1, 1983, shall be
approved by the Petroleum Superintendent. In areas
where pressure conditions are unknown, or are known to be
high, a pressure control system consisting of sufficient
conductor pipe and a diverter mechanism shall be
installed. The operator shall file the plan, for
approval by the Petroleum Superintendent, with the
drilling permit application.
SECTION 2. That the City Code, Chapter 35, Oil and Gas Wells, be
amended by amending Section 35-383, Subsurface Safety Valves, by adding the
following after the first sentence of the second paragraph of that section:
The length of surface casing required to be set by all
operators commencing drilling operations on a new well
shall be no less than fifteen -hundredths (0.15) of the
length of next string of pipe proposed to be set. The
surface casing shall be cemented by the pump and plug
method and a volume of cement shall be used which is
calculated to fill the annular space between the surface
casing and well bore to the surface of the ground. An
exception may be granted by the Superintendent. Any
