CALLING FOR THE IMMEDIATE PASSAGE OF HOUSE BILL 1200 TO
ALLOW CORPUS CHRISTI TO MAKE APPLICATION FOR A FOREIGN
TRADE ZONE.
WHEREAS, the creation of a Foreign Trade Zone in Corpus Christi
will create new jobs through the attraction of new industry, the expansion
of existing industry and increased usage of the Port of Corpus Christi; and
WHEREAS, Corpus Christi is the last major port of entry in Texas
to apply for Foreign Trade Zone status and further delay in gaining
approval for such application will widen the competitive gap between the
Port of Corpus Christi and the ports of other Texas cities;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS.
SECTION 1. That the Texas Senate of the 68th Legislature consider
as a separate issue, distinct and independent from the consideration of any
other legislation, the immediate passage of House Bill 1200 sponsored by
Representatives Berlanga, Cavazos and Harrison in order to allow Corpus
Christi to make application for a Foreign Trade Zone with the Foreign Trade
Zone Board of the United States Department of Commerce.
SECTION 2. That upon written request of the Mayor or five
Council members, copy attached, to find and declare an emergency due to the
desire of the City Council to endorse the abovementioned legislation as
soon as possible, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings so that this
resolution is passed and shall take effect upon first reading as an
emergency measure, this the 4th day of May, 1983.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
