AUTHORIZING AN AGREEMENT TO REIMBURSE THE CHAMBER OF
COMMERCE FOR THE EXPENSE OF DEVELOPING PROGRAMMING FOR
THE MULTICULTURAL CENTER; APPROPRIATING $6,000; AND
DECLARING AN EMERGENCY.
BE' IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute
an agreement to reimburse the Chamber of Commerce for the expense of
developing programming for the Multicultural Center, all as more fully set
forth in the agreement, a substantial copy of which is attached hereto and
made a part hereof, marked Exhibit "A".
SECTION 2. That there is hereby appropriated $6,000 from the
Multicultural Center bond fund No. 265-77-1 for this agreement.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the immediate
need for efficient and effective administration of City affairs by
authorizing the aforementioned agreement, such finding of an emergency is
made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed shall take effect upon first
reading as an emergency measure this the day of May, 1983.

KNOW ALL BY THESE PRESENTS:
This Agreement by and between the City of Corpus Christi, Texas
(hereinafter "City") and the Corpus Christi Chamber of Commerce
(hereinafter "Grantee");
WITNESSETH:
WHEREAS, the establishment by the City of a Multicultural Center in
the Bayfront Science Park was approved by the voters in the 1977 bond
election;
WHEREAS, the Grantee established a group known as Community Unity for
the purpose of seeking ways to unify the various ethnic and racial
components of the population of Corpus Christi;
WHEREAS, Community Unity proposed to take on the task of developing
the concept for the Multicultural Center project and the City concurred
with that proposal;
WHEREAS, Community Unity has completed the conceptual facilities plan
and site plan for the project and has requested that a program planning
consultant be hired to assist in developing programming for the project;
and
WHEREAS, the prompt development of programming data is necessary to
allow the architectural work and preparation of construction plans and
specifications to proceed;
NOW, THEREFORE, the City and the Grantee, in consideration of the
premises, covenants and conditions herein expressed mutually agree as
follows:
I.

The Grantee agrees to retain the services of Margaret Wead as program
planning consultant to accomplish the following work:
(a) Compile research on ethnic and cultural holidays and activities
through liaison with local ethnic and cultural organizations, and prepare a
calendar of events for the Multicultural Center;
(b) Develop recommendations for a program of facility and equipment
needs to accommodate the various activities; and

(c) Assist the City and its architect in developing the floor plan
for the Galvan House and providing other programming input to the design
development.
II.
The City agrees to reimburse the Grantee for the expenses of retaining
the services of Margaret Wead up to a maximum amount of $6,000. Payment
will be made by the City monthly upon receipt from the Grantee of itemized
invoices.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
