AUTHORIZING APPLICATION FOR FINANCIAL ASSISTANCE FROM THE
TEXAS PARKS AND WILDLIFE DEPARTMENT FOR THE DEVELOPMENT
OF SOUTH GUTH PARK, CORPUS CHRISTI BEACH AND SEAWALL
OVERLOOKS, FOR PUBLIC OUTDOOR RECREATION PURPOSES;
CERTIFYING THE ELIGIBILITY OF THE CITY OF CORPUS CHRISTI
TO RECEIVE FINANCIAL ASSISTANCE; DESIGNATING THE CITY
MANAGER AS RESPONSIBLE OFFICER FOR THE PROJECT AND
AUTHORIZING HIM TO EXECUTE ALL DOCUMENTS NECESSARY TO
APPLY FOR THE GRANT AND TO IMPLEMENT THE PROJECT, PENDING
GRANT APPROVAL; AND DESIGNATING THE FINANCE DIRECTOR AS
FISCAL OFFICER FOR THE PROJECT; AND DECLARING AN
EMERGENCY.
WHEREAS, the United States Congress has passed the Land and Water
Conservation Fund Act of 1965 (Public Law 88-578) authorizing the Secretary
of the Interior to provide financial assistance to states, and political
subdivisions thereof, for outdoor recreation purposes; and
WHEREAS, the Texas Legislature has adopted Article 13.302, et seq.,
Parks and Wildlife Code, V.T.C.S., for the purpose of allowing the State of
Texas, and its political subdivisions, to participate in the Federal program
established under said Public Law 88-578, or such other programs as are
hereinafter established by the Federal Government; and
WHEREAS, the City of Corpus Christi is a municipal corporation,
home rule city and a political subdivision of the State of Texas, and is
authorized by Chapter 24, Texas Parks and Wildlife Code to apply for
financial assistance in developing public outdoor recreation areas for
outdoor recreation purposes; and
WHEREAS, THE City Council desires to designate the City Manager as
the responsible officer for the City for the project, and authorize him to
execute all documents necessary to apply for financial assistance and to
implement the project, pending grant approval; and
WHEREAS, the City Council desires to designate the Director of
Finance of the City of Corpus Christi as the fiscal officer for the project;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:.
SECTION I. That it is hereby determined'•that the City of Corpus
Christi is eligible to receive financial assistance from the Texas Parks and
Wildlife Department for the development of South Guth Park, Corpus Christi
Beach, and Seawall Overlooks for public outdoor recreation purposes.

SECTION 2. That the City Manager of the City of Corpus Christi is
hereby designated as the responsible officer for the City for the aforesaid
project, said office now being held by Edward A. Martin, and said City
Manager is hereby authorized to execute all documents necessary to implement
said project, pending grant approval.
SECTION 3. There is hereby designated as fiscal officer for the
City for the said project the Director of Finance of the City of Corpus
Christi, which office is presently held by Charles Daley.
SECTION 4. The necessity and urgency for immediate application for
financial assistance from the Texas Parks and Wildlife Department by Chapter
24 of the Texas Parks and Wildlife Code, as promptly as possible, creates a
public emergency and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor, having declared such
emergency and necessity to exist, and having requested the suspension of the
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from }►t after

For the reasons set forth in the emergency clause of the foregoing ordinance or resolution,
an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you
suspend said Charter rule and .pass this ordinance or resolution finally on the date it is,•
introduced, or at the present meeting of the City Council.
