CALLING AN ELECTION FOR MAYOR AND EIGHT (8) COUNCIL
MEMBERS IN THE CITY OF CORPUS CHRISTI, TEXAS, TO BE HELD
ON THE 13TH DAY OF AUGUST, 1983, JOINTLY WITH THE CORPUS
CHRISTI JUNIOR COLLEGE DISTRICT ANNEXATION ELECTION;
DESIGNATING POLLING PLACE LOCATIONS; ENACTING PROVISIONS
INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE OF THIS
ORDINANCE; AND DECLARING AN EMERGENCY.
WHEREAS, by judgment entered June 8, 1983, in Civil Action No.
C-81-227, Abel Alonzo et al v. Luther Jones et al, U.S. District Judge
George P. Kazen ordered that an election of persons to the City Council and
as Mayor of the City of Corpus Christi be conducted pursuant to the new
election system on August 13, 1983; and
WHEREAS, it is provided in Article 4.06 of the Texas State Election
Code that the governing body shall order elections pertaining to municipal
affairs, give notice and appoint election officers to hold the election:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That a City election for the election of Mayor and
eight (8) Council members, shall be held in the City of Corpus Christi,
Texas, on August 13, 1983, jointly with the Corpus Christi Junior College
District annexation election.
SECTION 2. That at said election herein ordered all the qualified
voters of the City of Corpus Christi shall be permitted to vote.
SECTION 3. That the names of candidates for the office of Mayor
and the names of candidates for the office of the City Council members, and
the Corpus Christi Junior College District annexation proposal shall be
placed on said ballot in the manner and form prescribed by law.
SECTION 4. That voting machines shall be employed at the election
herein order in accordance with the provisions of the Revised Civil Statutes
of Texas Election Code, Article 7.14, and said election shall be held at the
polling places in the regularly prescribed precincts of the City of Corpus
Christi, such voting precincts and polling places being as follows:

Said election shall be held in accordance with the election laws of the State
of Texas. The polls shall be open from 7:00 a.m. to 7:00 p.m., on the date
of the said election.
SECTION 5. Bill G. Read, whose office is situated at the Office of
the City Secretary, Third Floor, City Hall, 302 South Shoreline Drive, Corpus
Christi, Texas, is hereby appointed Election Manager and Judge of said
election, and he is hereby authorized and directed to make all necessary
arrangements for the holding of said election in accordance with and subject
to the laws of this State, and Bill G. Read, B. R. Venters, and Carroll C.
Kelley are appointed to hold such election in accordance with the laws of
this State.
SECTION 6. Voting machines shall be used for the conduct of said
election on election day and for conducting absentee voting, except that for
absentee votes cast by mail, paper ballots shall be used. Absentee voting in
person shall be conducted in the lobby of City Hall, the same being
designated as the office of the City Secretary, 302 South Shoreline Blvd.,
Corpus Christi, Texas, from 8:00 a.m. to 5:00 p.m., Monday through Friday,
beginning on Monday, July 25, 1983 and ending Tuesday, August 9, 1983. The
following officials shall conduct the absentee voting:

SECTION 7. The City Secretary is directed to post and publish such
election notices as are required by the Election Laws of the State of Texas.
SECTION 8. By approving and signing this ordinance, the Mayor
officially confirms as his action all matters recited in the ordinance which
by law come within his jurisdiction.
SECTION 9. The fact that it is necessary and essential that the
governing body of the City of Corpus Christi shall order elections pertaining
to municipal affairs and that the notice of such election should be promptly
posted and published and that a regular City election for the election of the
Mayor and eight Council members in the City of Corpus Christi shall be held
jointly with the Corpus Christi Junior College District annexation election
on August 13, 1983, creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date of its introduction but that
such ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor, having declared that such emergency and
necessity exist, having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effe t from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the //3day of July, 1983.
