AN ORDINANCE
AMENDING COMPENSATION ORDINANCE NO. 8127 OF THE
COMPENSATION/CLASSIFICATION PLAN BY AMENDING SUBSECTION
501, SALARY SCHEDULES, SECTION 510, MANAGEMENT GROUP,
SECTION 700, SPECIAL COMPENSATION PROVISIONS, SECTION 800
OVERTIME COMPENSATION, SECTION 900 HOLIDAYS, SECTION 950,
LEAVES OF ABSENCE, SECTION 955, SPECIAL LEAVE, AND
SECTION 1000, REQUIREMENT AS TO CONTINUITY OF SERVICE;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the Compensation Ordinance No. 8127 of the
Compensation/Classification Plan is amended by amending Subsection 501,
Salary Schedules, by substituting the existing General Salary Schedules A and
B with the attached revised schedules reflecting an additional 3 percent over
current levels effective August 8, 1983. (Exhibit A)
SECTION 2. That Section 510, Management Group, be amended by
substituting the existing Managerial Group Salary Schedule with the Attached
revised schedule reflecting an increase in salary ranges by approximately 2.6
percent to 2.7 percent effective August 8, 1983, and reflecting job title and
salary classification changes into the plan which have taken place during the
year. (Exhibit B)
SECTION 3. That Section 700, Special Compensation Provisions,
Subsection 701 be amended to read as follows:
701 In case an employee is working in a class and
assigned in charge of one or more persons in positions of
the same class or grade, such employee shall be paid at
the next higher step rate in the higher salary grade to
which employee is temporarily assigned.
SECTION 4. That Subsection 707 be amended to read as follows:
707 The City shall pay 50 percent towards the cost of
dependent hospitalization insurance for all eligible 4`
employees electing to carry dependent coverage under the
City's primary group hospitalization program. Employees
eligible for hospitalization insurance shall contribute
$1 per month for such individual coverage with the City
paying the remaining cost.
SECTION 5. That Section 700 be amended by adding a new Subsection
708.2, Safety Shoe Program, to read as follows:
708.2 The City Manager may authorize the development and
implementation of a Safety Shoe Program including the
required accounting procedures to allow for the purchase
of Safety Shoes through payroll deduction with City
participation in the cost of the program and including
necessary policies to define employee participation and
cost containment measures related to this program.

SECTION 6. That Section 800, Overtime Compensation, Subsection
801, Authorized Overtime, and Subsection 802, Overtime Compensation, be
amended to read as follows:
801 A department head may prescribe reasonable periods
of overtime work to meet operational needs. Overtime
shall not be established as a regular continuing
extension of the normal workweek. Overtime work
performed by police officers of less than one-half hour
following the end of each shift and by firefighters
working less than one-half hour as a result of a late
return to the station from a fire call or ambulance call
shall not be compensable. The preceding sentence shall
not apply to a holdover by a firefighter as a result of
his having been ordered to be on standby or by his having
been dispatched to a fire as part of the relief for
another crew. Where thirty minutes is exceeded, all time
worked as a holdover from a shift shall be paid at the
overtime rate. The minimum working hours to be reported
as callback time shall be three hours regardless of the
actual time required for all City employees. With the
preceding exceptions, all authorized overtime shall be
reported to the nearest quarter hour.
802 All full-time employees in positions of Grade 22 and
below, all positions in the Labor and Trades series,
, and all positions in the
Police and Fire Series except Police and Fire Chiefs,
Assistant Police Chiefs, and Police Commanders when
assigned duties normally attendant to their management
responsibility, shall be paid for authorized overtime
work at the rate of one and one-half times the regular
rate, provided that such rate for positions in the Fire
Series with scheduled work needs other than 40 hours
shall be computed on the basis of 173.33 hours per month.
Compensatory time off equal to the actual hours of
overtime may be granted and scheduled at the discretion
of the department head concerned. Employees within the
Police Series may elect, with the concurrence of the
department head, to be granted compensatory time off at
the rate of one and one-half times the actual hours of
overtime worked in lieu of overtime cash payment. Other
salaried officers and employees in positions of Grade 23
or above, excluding positions in the Labor and Trades
Series, shall not be eligible for regular overtime
compensation as provided above, but may be granted
compensatory time off in unusual cases when authorized by
the City Manager; except upon authorization of the City
Manager, overtime work may be paid on a straight time
basis or at the rate of one and one-half times the
regular rate for work performed under contracts or
agreements with other governmental jurisdictions or
agencies or without contracts in the event of emergency.
SECTION 7. That all Subsections of Section 850, Personally -Owned
Automobile and Motorcycle Allowance, are deleted in their entirety and the
following Subsection 850.1 is substituted therefor:
850.1 An officer or employee of the City who is required
to have available and to regularly operate his or her
personally owned automobile in the conduct of City
business shall be paid as determined by standard
instructions issued by the City Manager for auto
allowance -mileage reimbursement.
SECTION 8. That Section 900, Holidays, Subsection 900.1 be amended
to read as follows:
900.1 The following days, or parts of days are hereby
declared holidays for all City officers and employees:
1. The first day of January (New Years' Day)
2. The last Monday of May (Memorial Day)
3. The Fourth Day of July (Independence Day)
4. The first Monday of September (Labor Day)
5. The fourth Thursday of November (Thanksgiving Day)
6. The 25th day of December (Christmas Day);
7. One holiday to be determined by the City.
SECTION 9. That Section 950, Leaves of Absence, Subsection 951.9
be amended to read as follows:
951.9 The City Manager shall have authority to grant
advance vacation and sick leave days and establish the
rate of accrual for vacation and sick leave in the
Managerial Group.
SECTION 10. That Section 955, Special Leave, be amended by
deleting Subsection 955.3 in its entirety and revising Subsection 955.1 and
955.2 to read as follows:
955.1 In addition to leaves authorized above, a
department head may authorize an employee to be absent
without pay for personal reasons for periods not to
exceed 30 calendar days. Leaves without pay in excess of
30 calendar days shall require approval of the City
Manager.
955.2 The City Manager may authorize special leaves of
absence with pay for any period or periods not to exceed
one year for the following purposes: Attendance at
college, university, or business school for the purpose
of training in subjects relating to the work of the
employee and which will benefit the employee and the City
service, serving on a jury or attending a court as a
witness; and for purposes other than the above that are
deemed beneficial to the City service.
SECTION 11. That Section 1000, Requirement as to continuity of
Service, Subsection 1000.1, be amended to read as follows:
1000.1 Service requirements for advancement within
compensation schedules and for other purposes as
specified in this ordinance, shall have the implication
of continuous service. Leaves without pay of less than
30 days shall not interrupt continuous service but shall
be deducted for all other purposes. Absences of leave
without pay in excess of 30 days except for disability
leave and extended service with the armed forces of the
United States shall be deducted in computing total
service but shall not serve to interrupt continuous
service. In case of repeated one -day absences without
leave the City Manager may consider the service of the
employee interrupted and shall have the personnel record
of the employee show the same.
SECTION 12. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the immediate
need for efficient and effective administration of City affairs by amending
the Compensation/Classification Plan as aforementioned, such finding of an
emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed anAshall take effect upon first
reading as an emergency measure this the -27 day of July, 1983.
