HomeMy WebLinkAbout17767 ORD - 08/10/1983AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF THE PROPOSAL OF BLACK AND VEATCH CONSULTING ENGINEERS FOR PREPARATION OF AN UPDATE TO THE 1982 WATER MASTER PLAN; APPROPRIATING $18,500 FOR THIS UPDATE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That _the City Manager be authorized to accept the proposal of Black and Veatch Consulting Engineers for preparation of an update to the 1982 Water Master Plan, a copy of which proposal is attached hereto and made a part hereof, marked Exhibit "A". SECTION 2. That there is hereby appropriated $18,500 out of the No. 205 Water Construction Bond Fund applicable to Project No. 205-81-3, Water Distribution System Master Plan. j. SECTION 3. That upon written request of the Mayor or five Council' members, copy attached, to find and declare an emergency due to the need to authorize the aforemetioned master plan update at the earliest practicable date, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances and resolutions at three regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the /04-4--- day O'day of August, 1983. DALLAS, TEXAS 75240 May 16, 1983 In response to your request, we propose to conduct a Water Distribution Master Plan Update. The update will include a reevaluation of the Master Plan recommended improvements for three rapidly growing portions of the service area, the Oso Creek area; Mustang and Padre Island; and the Five Points area. The proposed engineering services will include the following tasks: o Metered Usage Data (pertains to the three areas of rapid growth). Collect and review recent usage data. Compare to Master Plan data. Revise projected growth patterns and water demand projections where necessary. Review projections with City Staff. o Update Distribution System Model (in three areas of growth). Make 1983 piping and valve changes. Expand model to include smaller piping where necessary. Revise distribution system map and computer grid map. o Computer Analysis. Edit data files for demand and system changes. Base year 1982. Design years 1987, 1992, 2002. Review results with City Staff. ATTACHMENT 5.1 BLACK & VEATCH +tr: P:nil Werner Corpus Christi, Texas o Master Plan Update Report. Prepare Report (separate from Master Plan). Revise recommended improvements map: Moy 16, 1983 We anticipate the work tasks listed above will require 33-46 man days depending on the level of effort you desire. It appears to us a minimum of 33 man days will be necessary to accomplish the above tasks. However, allocating a maximum level of effort of 46 man days will be desirable primarily because it will allow you more flexibility in selecting al- ternatives to be evaluated during the Master Plan Update. We propose to perform these services as additional work under Section VIII of the existing Contract for Engineering Services for the Water Distribution :.aster Plan. Compensation would be on a cost plus basis as described in Contract Section II. The maximum compensation for minimum level of effort previously described (including two trips to Corpus Christi for meetings with City Staff) will be $12,500 or $18,500 for the maximum level of effort (including one additional trip to Corpus Christi). Upon your written authorization to proceed, including selection of level of effort desired, we will immediately begin work. We will submit fifty (50) copies of the Master Plan Update Report within ninety days after written authorization to proceed is received (only sixty (60) days will he required, if minimum level of effort is selected).
