PERTAINING TO THE IMPORTANCE OF LOCAL DECISION-MAKING ON THE '
USE OF TAX EXEMPT BONDS FOR MULTI -FAMILY „HOUSING; AND
DECLARING AN EMERGENCY.
WHEREAS, the City Council of Corpus Christi, Texas, established in
1979 the Corpus Christi Housing Finance Corporation; and
WHEREAS, that Housing Finance Corporation has undertaken two Single -
Family Mortgage Bond programs and has assisted in the financing of five Multi -
Family Housing Bond projects containing 1,248 units; and
WHEREAS, the Corpus Christi Housing Finance Corporation and the City
Council recently instituted a moratorium on financing any additional multi-
family units and has that moratorium under study at present; and
WHEREAS, the Texas Housing Agency has proposed to finance three multi-
family projects for a total of 785 additional units in Corpus Christi without
regard to the existing moratorium nor consultation with the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi,
Texas, believes the action of the Texas Housing Agency to be an intrusion by the
State agency on the constituted prerogatives of the City of Corpus Christi and
on the City's own established and functioning Housing Finance Corporation; and
that the City Council urges the State of Texas Housing Agency to not pursue
issuance of these bonds; urges Governor Mark White not to approve any issuance
of such bonds; urges the local State legislative delegates to support the City's
interests and concerns; and urges the Texas Housing Agency to enter into
consultation with the City officials of Corpus Christi, Texas, prior to
undertaking any action leading to the financing of additional multi -family
units.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.

SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the immediate
need for efficient and effective administration of City affairs, such finding of
an emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and shall take effect upon first
reading as an emerency measure this the 23rd day of November, 1983.
