AMENDING SECTION 2-77 OF CHAPTER 2 OF THE CITY CODE,
ADMINISTRATION, BY PROVIDING FOR THE DESIGNATION OF AN
ALTERNATE REPRESENTATIVE TO THE SOUTH TEXAS LIBRARY SYSTEM;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Section 2-77 of Chapter 2 of the City Code,
ADMINISTRATION, be amended by deleting said section in its entirety and
substituting therefor the following:
Sec. 2-77. Lay representative of city.
The chairman of the La Retama Library Board is hereby
designated the city's lay representative of said city and
library to the system organizational meeting. The La Retama
Library Board Vice -Chairman is designated as first alternate
in the event the chairman cannot attend any STLS meeting.
The La Retama Library Board chairman may designate any other
board member as an emergency alternate in the event the
designated representative or first alternate cannot attend a
scheduled STLS meeting.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the immediate
need for efficient and effective administration of City affairs by providing for
an alternate to STLS meetings, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting upon
ordinances or resolutions at three regular meetings so that this ordinance is
passed and shall take effect upon first reading as an emergency measure this the
15th day of February, 1984.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
