RECOMMENDING THAT THE TEXAS LEGISLATURE ADOPT A STATE
LAW REQUIRING THE USE OF CHILD PASSENGER RESTRAINT
SYSTEMS IN AUTOMOBILES; AND DECLARING AN EMERGENCY.
WHEREAS, automobile accidents are the number one preventable
killer of children under one year of age, and according to the National
Highway and Transportation Safety Association less than 10% of children
under five years of age are protected by seatbelts or restraint seats in
automobiles;
WHEREAS, the Texas Department of Public Safety has reported that
in 1981 as many as 68 children under five.years of age were killed on Texas
highways and 6,221 children were injured; and
WHEREAS, under the uniform traffic laws of the State of Texas the
need to alleviate these serious risks to public safety must be addressed by
the Texas Legislature on a statewide basis;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the Texas Legislature adopt appropriate
legislation to require the use of child passenger restraint systems in
motor vehicles operating on roadways in the State of Texas in order to
ensure that the children of Texas are provided with the safest
transportation possible.
SECTION 2. That upon the written request of the Mayor or five
Councilmembers, copy attached, to find and declare an emergency due to the
urgent public necessity for seeking legislative action to protect the
health and safety of children in Texas, such finding of an emergency is
made and declared requiring suspension of the Charter Rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this Resolution is passed and shall take effect upon its
first reading as an emergency measure, this the 14th day of March, 1984.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
