CONSOLIDATING THE PREVIOUSLY EXISTING INSURANCE FUND,
SELF-INSURANCE FUND AND WORKERS COMPENSATION FUND INTO A NEW
SELF-INSURANCE FUND TO PROVIDE EXTRAORDINARY COVERAGE FOR
VARIOUS LOSSES; PROVIDING FOR PROMPT ADMINISTRATIVE ACTION
IN SETTLING CLAIMS; PROVIDING FOR REPEAL OF EXISTING
ORDINANCES; AND DECLARING AN EMERGENCY.
WHEREAS, the City of Corpus Christi established a program for the
purpose of self-insurance for liability risks by Ordinance No. 15190, as amended
by Ordinance No. 17707, and expressed the intention of accumulating cash
reserves of at -least $2,000,000 as coverage for such risks; and
WHEREAS, the City of Corpus Christi established by Ordinance No. 17494
a program for administering a Workers Compensation Self Insurance Fund; and
WHEREAS, the City of Corpus Christi has consolidated its excess
insurance coverages for property and casualty losses, general liability, auto
liability, public official liability, liability for loss of money or securities,
property losses, workers compensation, and other miscellaneous risks into a
unified insurance program;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That a new Self -Insurance Fund be established by
consolidating the previously existing Insurance Fund, Self -Insurance Fund and
Workers Compensation Self Insurance Fund to provide coverage for property and
casualty losses, general liability, auto liability, public official liability,
liability for loss of money or securities, property losses, workers
compensation, and other miscellaneous risks. No part of said Fund shall be
expended for any purposes other than the losses or liabilities of the City of
Corpus Christi, Texas, its officers, agents, and employees and administrative
expenses associated with the Self -Insurance Program. Each operating fund of the
City shall pay into the Self- Insurance Fund such amounts as are established by
the City's annual budget to underwrite anticipated losses and exposures based
upon the estimated insurance premiums which would be applicable to each type of
risk involved in such operating fund.
SECTION 2. The City Manager is hereby authorized to establish
administrative procedures for the settlement and payment of claims, and enter
into contractual agreements for the purpose of providing claims administrative
and adjustment services, for all claims covered under the City's self-insurance
program. Such contractual agreements may provide for the establishment of
various trust accounts to be maintained by the servic- ing agent for the purpose
of settling various claims, which settlements will be subject to the approval of
the City Manager.
SECTION 3. Upon the establishment of the Self -Insurance Fund provided
by this Ordinance and the transfer of existing amounts on deposit into said
fund, Ordinances No. 15190, No. 17707, and No. 17494 are hereby repealed and
declared to have no further force or effect.

members, copy attached, to find and declare an emergency due to the need for
efficient administration of City affairs, such finding of an emergency is made
and declared requiring suspension of the Charter rule as to consideration and
voting upon ordinances or resol ions at three regular meetings so that this

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
