A RESOLUTION
FIXING A TIME AND PLACE FOR HOLDING A PUBLIC HEARING ON THE
QUESTION OF CREATING OF METROPOLITAN TRANSIT AUTHORITY;
DEFINING THE BOUNDARIES OF THE AREA PROPOSED TO BE INCLUDED
IN SUCH AUTHORITY; PROVIDING FOR PUBLICATION OF NOTICE OF
SAID HEARING; PROVIDING FOR THE CONDUCT OF SUCH HEARING; AND
DECLARING AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Council of the City of Corpus Christi,
Texas, will conduct a public hearing on the question of creating a Metropolitan
Transit Authority pursuant to the provisions of Article 1118x, Vernon's
Annotated Texas Statutes, as amended, at 4:30 p.m. on the 12th day of June,
1984, which public hearing shall be held at the Council Chambers of the City of
Corpus Christi, 302 S. Shoreline Drive in Corpus Christi, Texas.
SECTION 2. That the boundaries of the area proposed to be included in
such Metropolitan Transit Authority shall be the current boundaries of Nueces
and San Patricio Counties and the initial territory to be included in such
Authority shall be all of the territory within said counties.
SECTION 3. That notice of the time and place of such public hearing,
including a description of the area proposed to be included within such
Metropolitan Transit Authority, shall be published once a week for two
consecutive weeks in a newspaper of general circulation in the Corpus Christi
metropolitan area, the first publication to be not less than 15 days prior to
the date set for such hearing. A copy of said notice shall also be furnished to
the Texas Mass Transportation Commission, or its successor.
SECTION 4. That the City Council shall conduct such public hearing at
the time and place specified above and will continue such hearing from day to
day and from time to time until completed. Any interested persons may appear
and offer evidence for or against the creation of the proposed authority and may
present evidence as to whether or not the creation of such proposed authority
and the construction and operation of a mass transit system in such metropolitan
area (1) would be of benefit to persons and property situated within the
boundaries of the proposed authority, (2) would be of public utility, and (3)
and would be in the public interest, as well as other facts bearing upon the
creation of 'such authority and the construction and operation of such a system.
SECTION 5. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the emergency
in public funding for mass transit services and the urgent public necessity for
developing a reliable mass transportation system for the people of Corpus
Christi, such finding of an emergency is made and declared requiring suspension
of the Charter rule as to consideration and voting upon ordinances or

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
