AN ORDINANCE

AMENDING THE ZONING ORDINANCE UPON APPLICATION OF 0. DEAN
COUCH, JR. DBA COUCH MORTGAGE BY CHANGING THE ZONING MAP IN
REFERENCE TO A PORTION OUT OF LOT 1, BLOCK 1, PORTO BELLO
SUBDIVISION, FROM "I-2" LIGHT INDUSTRIAL DISTRICT TO "B-4"
GENERAL BUSINESS DISTRICT; AND DECLARING AN EMERGENCY.
WHEREAS, the Planning Commission has forwarded to the City Council
its reports and recommendations concerning the application of 0. Dean Couch,
Jr., dba Couch Mortgage for amendment to the zoning map of the City of Corpus
Christi;
WHEREAS, public hearing was held at which hearing all persons wishing
to appear and be heard were heard, to consider the same before the City Council
of the City of Corpus Christi, in accordance with proper notice to the public,
said public hearing having been held on Tuesday, June 19, 1984, at Regular
Council meeting of the City Council in the Council Chamber at City Hall in the
City of Corpus Christi; and
WHEREAS, by motion duly made, seconded and carried, it was decided by
the City Council that to approve the hereinafter set forth amendment would best
serve public health, necessity and convenience and the general welfare of the
City of Corpus Christi and its citizens:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the Zoning Ordinance of the City of Corpus Christi,
Texas, is amended by making the change hereinafter set out.
SECTION 2. That the zoning on a portion out of Lot 1, Block 1, Porto
Bello Subdivision, as described by metes and bounds below, situated in the City
of Corpus Christi, Nueces County, Texas, be changed from "I-2" Light Industrial
District to "B-4" General Business District:
BEING 0.227 acres of land, more or less, out of 32.895 acres
of land being 29.665 acres out of the W. E. Pope Estate
lands of which a portion of said estate, known and recorded
by plat as Brooklyn Volume A, Page 30, Nueces County Map
Records and cancelled October 24, 1930, by deed recorded in
Volume 194, Page 543, Nueces County Deed Records and being
3.23 acres out of submerged lands known as Tract No. 1,
conveyed by Patent 446 to the Nueces County Navigation
District No. 1 by the State of Texas, recorded in Volume
719, Pages 358-360, Nueces County Deed Records, Nueces
County, Texas, and said 0.227 acre tract identified is
wholly within Lot 1, Block 1, of Porto Bello Subdivision,
(The Harbors), as recorded in Volume 47, Page 194-195,
Nueces County Map Records, Nueces County, Texas, and said
tract being more particularly described by metes and bounds
as follows:
BEGINNING at a point, such point being N 57°52'00" W, and
130 feet from a 1 inch iron pipe, which is the southeast

corner of Lot 1, Block 1, Porto Bello Subdivision and, said
pipe being on the west right-of-way line of U.S. Highway 181
bearing N 32°08'00" E, 3460.84 feet from the intersection of
said right-of-way line with north right-of-way line of
Burleson Street;
THENCE N 57°52'00" W, along the south boundary of this
tract, 430.00 feet, to a 1 inch iron pipe for the southwest
corner of this tract, said pipe being on the east Nueces
County Navigation District bulkhead line of Canal A of the
Rincon Industrial Park;
THENCE N 32°08'00" E, along said east Nueces County
Navigation District bulkhead line, 230.00 feet, to a point
for the northwest corner of this tract;
THENCE S 57°52'00" E, along the north boundary of this
tract, 430.00 feet to a point for the northeast corner of
this tract;
THENCE S 32°08'00" W, along east boundary line, 230.00 feet,
to the point of beginning, such area containing 989,000
square feet (0.227 acre), more or less.
SECTION 3. That the official zoning map of the City of Corpus
Christi, Texas, be and the same is hereby, amended as herein ordained.
SECTION 4. That the Zoning Ordinance and Map of the City of Corpus
Christi, Texas, approved on the 27th day of August, 1973, as amended from time
to time, except as herein changed, shall remain in full force and effect.
SECTION 5. That all ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed.
SECTION 6. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
efficient administration of City affairs by granting the aforesaid zoning
change, such finding of an emergency is made and declared requiring
suspen '.n of the Charter rule as to consideration and voting upon ordinances or
resolu f+ns at three regular meetings so that this ordinance is passed,apd shall
take e' ect upon firstrpading as an emergency measure this the �TK4.-day of

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
