WHEREAS, Mr. Barry Pillinger has faithfully served on the seven member
Consultant Selection Committee of Oso -Westside Master Plan Study; and
WHEREAS, Mr. Pillinger has helped develop ground rules relating to the
selection process; and
WHEREAS, Mr. Pillinger has spent countless hours reviewing and rating
the statements of qualifications submitted, and provided his evaluation of said
statements; and
WHEREAS, Mr. Pillinger reviewed the final proposals submitted and
evaluated said proposals on the basis of qualification, approach, and
experience; and
WHEREAS, Mr. Pillinger, together with the other committee members
conducted interviews of the finalists in the selection process; and
WHEREAS, Mr. Pillinger assisted in the final recommendations of the
Committee in the selection of the most qualified firm; and
WHEREAS, the selection of the engineering firm was accomplished in the
time frame adopted by the committee at the start of the process:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That we, the members of the City Council, on behalf of the
citizens of this community, wish to express the appreciation of this City to
Mr. Pillinger for his dedicated service on the Oso -Westside Master Plan Study
Committee and particularly for his tireless efforts in selecting an engineering
firm.
SECTION 2. That the City Secretary of the City of Corpus Christi is
hereby instructed to provide a copy of this resolution to Barry Pillinger.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declarE= an emergency due to the need to
express the City's appreciation to Barry Pillinger, such finding of an emergency
is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and shall take effect upon first
reading as an emergency measure this the 31st day of July, 1984.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
