CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE
CHARTER AMENDMENT ELECTION HELD ON THE 11TH DAY OF AUGUST,
1984; PROVIDING FOR SEVERABIILTY; AND DECLARING AN
EMERGENCY.
WHEREAS, on the 10th day of July, 1984, the Mayor and the City Council
by Ordinance No. 18332, as amended by Ordinance No. 18341, adopted July 17,
1984, ordered a charter amendment election to be held on August 11, 1984; and
WHEREAS, it appears that all requirements of the law respecting the
submission of amendments of a City Charter to the qualified voters were in all
respects lawfully and properly performed and executed; and
WHEREAS, notice of said election was given as required by law and as
directed in said ordinance, as is shown by affidavit properly filed in the
office of the City Secretary; and
WHEREAS, said election was duly held on the llth day of August 1984 in
conformity with the election laws of the State of Texas, and the results of said
election have been certified and returned by the judges and clerks thereof; and
WHEREAS, this Council has today canvassed the returns of said election
held on the llth day of August, 1984; and
WHEREAS the Council finds that the said election was in all respects
lawfully held and said returns duly and legally made, and that there were cast
at said election the following votes:
PROPOSITION NUMBER 1: For 7,753
0Against 5,132
PROPOSITION NUMBER 2: For 7,670
Against 5,129
PROPOSITION NUMBER 3 For 6,658
Against 5,839
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the propositions set forth in Ordinance No. 18332
adopted July 10, 1984, as amended by Ordinance No. 18341, adopted July 17, 1984,
calling said election on the question of adopting amendments to the City Charter
of the City of Corpus Christi, which Propositions are incorporated herein by
reference, are hereby found to have been sustained and approved by a majority of
the qualified voters of the City voting at said election on August 11, 1984; in
accordance with the said tabulation of votes hereinabove set forth, the City
Council finds that the Propositions were carried by a majority of the votes.

The tabulations of votes cast at the election on said Propositions are
hereby adopted and are declared adopted and placed in full force and effect as
amendments to and part of the City Charter of the City of Corpus Christi, in
accordance with the Propositions voted on at said election.
SECTION 2. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction, it
shall not affect any other section, paragraph, subdivision, clause, phrase, word
or provision of this ordinance, for it is the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase, word or
provision hereof be given full force and effect for its purpose.
SECTION 3. The necessity of making an official canvass of votes and
declaring the results thereof, creates a public emergency requiring the
suspension of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction but that such ordinance or resolution
shall be read at three several meetings of the City Council, and the Mayor,
having declared that such emergency exists, having requested the suspension of
the Charter rule that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and after its
passage, IT IS ACCORDING SO ORDAINED, this the 14th day of August, 1984.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
