AN ORDINANCE
AUTHORIZING THE EXECUTION OF A CONTRACT WITH THE HAYLEY
CORPORATION OF TEXAS AND RICHARD I. HAYLEY, A JOINT VENTURE,
FOR THE `CONSTRUCTION OF A NEW CENTRAL PUBLIC LIBRARY;
AUTHORIZING THE EXECUTION OF A CONTRACT WITH GULF COAST
TESTING CORPORATION FOR TESTING SERVICES; APPROPRIATING
$3,606,000 AND $18,500; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager is hereby authorized to execute a
contract with the Hayley Corporation of Texas and Richard I. Hayley, a Joint
Venture, providing for the construction of a new 53,836 square foot, two story
Central Public Library to be located on Comanche Street immediately north of
Blucher Park, all as more fully set forth in the plans and specifications and
contract documents on file in the office of the City Secretary, all of which are
made a part hereof by reference and according to the bid of the Hayley
Corporation of Texas and Richard I. Hayley, said bid being the lowest and most
advantageous to the City of Corpus Christi.
SECTION 2. That the City Manager is hereby authorized to execute a
contract with Gulf Coast Testing Corporation providing for testing services in
an amount not to exceed $18,500.
SECTION 3. That there is hereby appropriated $3,606,000 for
construction and $18,500 for testing services out of the No. 269 Central Public
Library Bond Fund.
SECTION 4. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to take
immediate action to preserve and protect public property by expediting the
construction of public improvements, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings so that this ordinance
is passed and shall take effect upon first reading as an emergency measure this
the 28th day of August, 1984.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
