URGING THE TEXAS WATER COMMISSION TO AUTHORIZE THE
INTER -BASIN TRANSFER OF WATER FROM LAKE TEXANA TO
CORPUS CHRISTI; AND DECLARING AN EMERGENCY.
WHEREAS, the Board of Directors of the Lavaca-Navidad River
Authority and the Texas Water Development Board have approved the contract
with the City of Corpus Christi which would provide the City of Corpus
Christi with a supplemental water supply of up to 15 million gallons per
day; and
WHEREAS, water supply conditions in the Corpus Christi area are
such that it has been necessary to adopt a stringent water conservation
program for the City of Corpus Christi and area communities dependent on a
Nueces River water source; and
WHEREAS, recent rainfall in the Nueces River watershed has
restored supply lake levels only to levels existing on November 1st of last
year; and
WHEREAS, there continues an urgent need to develop a system of
supplemental water supply for the citizens residing within this area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That it is strongly urged that the Texas Water
Commission grant the amendment to the certificate of adjudication of the
Lavaca-Navidad River Authority and Texas Water Development Board to allow
the inter -basin transfer of water from Lake Texana to the City of Corpus
Christi in order to assure the City of a valuable supplemental water
source.
SECTION 2. That upon written request of the Mayor or five
Council members, copy attached, to find and declare an emergency due to the
need for efficient administration of City affairs to provide the City of
Corpus Christi with a supplemental water supply, such finding of an emer-
gency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances or resolutions at three regular
meetings so that this resolution is passed and, shall taxa gfi;ec upon first
reading as an emergency measure this the 3044 -day of..7.--)(4-0

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
