EXPRESSING THE INTENTION OF THE CITY COUNCIL THAT A PORTION
OF THE 1554 SHIPWRECK COLLECTION BE MADE AVAILABLE FOR
EXHIBIT AT AN APPROPRIATE FACILITY IN THE FLOUR BLUFF AREA;
THAT THE MAIN DISPLAY WILL BE AT THE CORPUS CHRISTI MUSEUM
AND CONTROL OF ALL THE ARTIFACTS COLLECTION, WHEREVER
LOCATED, WILL BE UNDER THE CORPUS CHRISTI MUSEUM; AND
REQUESTING QUARTERLY REPORTS FROM THE GROUP OF CITIZENS
KNOWN AS THE AD HOC COMMITTEE FOR A. FLOUR BLUFF/PADRE ISLAND
TREASURE MUSEUM ON PROGRESS TOWARD RAISING FUNDS FOR SUCH A
FACILITY WITHIN ONE YEAR; AND DECLARING AN EMERGENCY.
WHEREAS, a group of citizens (known as the Ad Hoc Committee for a
Flour Bluff/Padre Island Treasure Museum) desire to raise funds to provide a
facility in the Flour Bluff area to exhibit Padre Island artifacts and to
provide an information center for tourists; and
WHEREAS, the Ad Hoc Committee has available to it the Louis Rawalt
collection of Padre Island artifacts and further desires the availability on
loan of items from the 1554 shipwreck collection; and,
WHEREAS, the City of Corpus Christi and the Texas Antiquities
Committee have entered into a contract for an indefinite loan of the 1554
shipwreck collection to the Corpus Christi Museum; and,
WHEREAS, the contract between the City and the Texas Antiquities
Committee requires items from the 1554 shipwreck collection to be available for
occasional loan for exhibit and for research at qualified museums or other
institutions which can provide proper transportation, accurate public
interpretation and adequate insurance and security.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council hereby expresses its intention that
a portion of the 1554 shipwreck collection be made available for exhibit at an
appropriate facility in the Flour Bluff area. The City Council further
expresses its intention that the main display will be at the Corpus Christi
Museum and that control of all artifacts, wherever located, will be exercised by
the Corpus Christi Museum.
SECTION 2. That the City Council requests quarterly reports from the
Ad Hoc Committee in January, April, July, and October of 1985 regarding its
progress towards completing the fund raising effort within one year from the
date of this resolution for the construction of such a facility.

SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the City Council to express its intention regarding the 1554 shipwreck
collection at the earliest practicable date, such finding of an emergency is
made and declared requiring suspension of the Charter rule as to consideration
and voting upon ordinances or resolutions at three regular meetings so that this
resolution is passed and shall take effect upon first reading as an emergency
measure this the 30th day of October, 1984.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or -resolution finally on the date it is introduced,
or at the present meeting of the City Council.
