AUTHORIZING THE EXECUTION OF CHANGE ORDER NO. 8 TO THE 0. N.
STEVENS PLANT EXPANSION PROJECT WHICH PROVIDES FOR THE
CHANGE FROM FLEXIBLE BASE AND ASPHALT PAVEMENT TO REINFORCED
CONCRETE FOR THE CONSTRUCTION OF A ROADWAY BETWEEN THE TWO
RIVER PUMP STATIONS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute
Change Order No. 8 to the 0. N. Stevens Plant Expansion Project which provides
for the change from flexible base and asphalt pavement to reinforced concrete
for the construction of a roadway between the two River Pump Stations, all as
more fully set forth in the change order, a substantial copy of which is
attached hereto and made a part hereof, marked Exhibit A.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned change order at the earliest practicable date, such
finding of an emergency is made and declared requiring suspension of the Charter
rule as to consideration and voting upon ordinances or resolutions at three
regular meetings so that this ordinance is passed and shall take effect upon
first reading as an emergency measure this the 13th day of November, 1984.

Why was this change necessary? (If left off the plans and specifications, explain why.)
River flood up to this level recently; became evident that concrete pavement would hold
up better
How can similar changes be avoided in the future? Could provide unit price basis for
changes of concrete, reinforcing, and excavation, giving more flexibility to arrange for
such changes.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
