AUTHORIZING THE EXECUTION OF CHANGE ORDER NO. 3 TO THE SOUTH
BLUFF PARK IMPROVEMENTS WHICH PROVIDES FOR SUBGRADE WORK TO
THE MIDDLE THREE TENNIS COURTS, CLEANING AND LEVELING UP OF
EXISTING SURFACE WITH FABRIC PLACEMENT AND ASPHALT OVERLAY
TO THE SOUTH FOUR TENNIS COURTS, AND CURB AND GUTTER,
SIDEWALK, DRIVEWAY AND DRAINAGE FACILITIES ALONG KING
STREET; APPROPRIATING $13,000; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager is hereby authorized to execute
Change Order No. 3 to the South Bluff Park Improvements providing for 1)
subgrade work to the middle three tennis courts; 2) cleaning and leveling up of
existing surface with fabric placement and asphalt overlay to the south four
tennis courts; and 3) curb and gutter, sidewalk, driveway and drainage
facilities along King Street, all as set forth in the change order, a
substantial copy of which is attached hereto and made a part hereof, marked
Exhibit "A".
SECTION 2. That there is hereby appropriated $13,000 from the No. 220
Street Bond Fund for item 3 with items 1 and 2 funded from previously
appropriated project contingency funds subject to approval from the Texas Parks
and Wildlife Department.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned change order at the earliest practicable date, such
finding of an emergency is made and declared requiring suspension of the Charter
rule as to consideration and voting upon ordinances or resolutions at three
regular meetings so that this ordinance is passed and shall take effect upon
first reading as an emergency measure this the 13th day of November, 1984.

CHANGE
(1) South 4 Courts - Rather than remove existing surface
and scarify and recompact base, the light pole and
net post holes shall be patched, the existing surface
cleaned and leveled up, and a non -woven fabric placed
prior to overlaying with 11" minimum asphalt.
(2) Middle 3 Courts - Stabilize existing material with
8% cement, and add 4 inches of compacted caliche base.
ADD DEDUCT
Total 1 & 224,960.00
(3) Provide curb & gutter, sidewalk, driveway, and
drainage facilities along King Street, in accordance
with the attached plan 12,799.00
Funding for 1 & 2 from Park Bond Fund;
for 3 from Unallocated Street Bond Fund.
TOTAL: $37,759.00
Why was this change necessary? (If left off the plans and specifications, explain why.)
Items 1 & 2 - unexpected base and subgrade conditions were encountered under the existing court:
which require different approaches to pavement design than originally contemplated.
Item 3 - installation of these items will enhance the overall appearance of this park.
How edn similar changes be avoided in the future? Items 1 & 2 - analysis of subsurface
conditions during design phase. Item 3 - unavoidable.
