WHEREAS, the Texas Agricultural Extension Service has incorporated
into their state
budget for the fiscal year 1906-87, a County Extension Agent
specializing inhorticulture for Nueces County, and
WHEREAS, our county's needs have expanded with urban growth to a point
where it has surpassed the limits of our present County Extension staff to meet
the growing need for urban horticultural programs, and
WHEREAS, home gardening has became more than a hobby for many of our
citizens, especially the elderly and disadvantaged persons living on limited
fixed incomes who rely on fruit and vegetable gardens to offset food costs; and
WHEREAS, having suffered severe freeze damage in December, 1983, a
cord drought during the spring and summer and presently confronted with water
rationing, horticultural related educat onal programs are needed to help reduce
water usage and encourage the use of water Conserving plants to area
landscaping; and
WHEREAS, the Corpus Christi a e is the only major metropolitan area
1n Texas without the guidance of an Extension Horticulturist, and
WHEREAS, Nueces County 1s isolated from the benefitsf Extension
Horticulturist from neighboring metropolitan areas by hundreds of miles, and
WHEREAS, the Nueces County Commissioner's Court has voted to provide
e third of the funds to support the County Horticulturist position contingent
upon the approval and subsequent funding by the State Legislature for the
1986-81 biennium
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS.
SECTION 1 That the City Council supports the Horticultural Crops
Package, containing the Nueces County Extension Agent - Horticulture, as
proposed by the Texas Agricultural Extension Service in their budget for
1986-87. We urge the State Legislature to ,join with our county's supportive
action to appropriating funds for this much needed leadership in our county.
SECTION 2. That upon w itten request of the Mayor or five Council
members, copy attached, to fond and declare an mergency due to the importance
of the County Horticulturist position, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings so that this resolution
