HomeMy WebLinkAbout18588 ORD - 12/04/1984AN ORDINANCE AMENDING THE ZONING ORDINANCE BY AMENDING ARTICLE 3, DEFINITIONS, ADDING A NEW ARTICLE 6B, "R-TH" TOWNHOUSE DWELLING DISTRICT REGULATIONS; AND AMENDING ARTICLE 24, HEIGHT, AREA, AND BULK REQUIREMENTS TO CREATE A NEW ZONING DISTRICT, AND DECLARING AN EMERGENCY. CORPUS CHRISTINOW, , TTE%HEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF AS SECTION 1 That Article 3, Definitions, of the Zoning Ordinance of the City of Corpus Christi be and is hereby amended by adding the following section to read as follows 3-1.65.1 Townhouse/Townhouse Lot A single-family dwelling unit design as a freestanding structure With a separate wallabutting and attached to a adjoining single-family dwelling unit in s townhouse group. The townhouse group shall be comprised of two and not more than ten contiguous townhouses with abutting walls. Such use shall be developed an a site with the intention of separate lot and dwelling unit ownership. SECTION 2. That a new Article 613, BR-TH. Townhouse Dwelling District Regulations, is hereby added to the Zoning Ordinance of the City of Corpus Christi to read as follows Article 6B. "11-TH" Townhouse Dwelling District Regulations Section 6-1 The regulations set forth in this article, o set forth elsewhere in this article, are the regulations in the "R-TH" Townhouse Dwelling INCDistrict purpose accommodate thethis development high/moderateof district mm density residential uses. The "R-TH" District would be suitable for undeveloped or existing residential areas as a transitionaldistrict between single-family and multi -family residential Section 6-2 Use Regulations. A building or premises shall be used and developed according to the following regulations (1) Any residential '50 permitted in the "R-TH" Otstrict shall franc a local residential 16,5136 street as indicated by the Corpus Christi Urban Transportation Plan. (6) Temporary buildings, the uses of which are incidental to construction operations or sale of lots during development being conducted on the same or adjoining tract or subdivision and which shall be removed upon completion or abandonment of such construction, or upon the expiration of a period of two years from the time of erection of such temporary buildings, whichever is sooner. (1) Temporary non -illuminated signs of not more than four (4) square feet pertaining to the lease, hire, or sale of a building or premises on which such sign is located. (8) Accessory buildings and uses including, but not limited to. private garages, swimming pools, home barbecue grills, storage, off-street parking, loading spaces, and identification signs, which shall not utilize or Incorporate flashing, moving, or intermittent illumination and shall not exceed thirty (30) square feet in area for permitted public and semi-public uses. Section 6-3 Parking Regulations The parking regulations for permitted uses are contained in Article 22 of this Ordinance. Section 6-4 Off-street Loading Regulations. The off-street loading regulations for permitted uses are contained in Article 23. Section 6-5 Hes.ht, Area, and Bulk Regulations. Height, and bulk requirements sha I be as set forth in the chart of Article 24, and in addition the following requirements shall apply: 6 -5.01 The side setback for a townhouse group with two single-family dwelling as tshall be 5', however, the side setback of unit abutting a street shall be 10'. 6-5 02 The side setback for a townhouse group with three single-family dwelling units o more shall be 8'. The unit abutting a street shall have a side setback of 10'. Section 6-6 Supplementary height,and bulk regulations are contained in Article 27, and in addition the following requirements shall apply 6-6.01 Not less than two or more than ten single-family dwelling units per detached building group. Not more than 60 percent of each lot's front yard shall be developed for ,joint driveway access. 6-6.03 The minimum required lot area for the —'12-TH" District may be reduced to 3,300 square feet, providing the only auto driveway access is located in rear,the which abuts private street or alley with a minimum width of 20 feet. 6-6.04 The required front yard or any unscreened side yard shall be landscaped prior to issuance of any certificateoccupancy cupancy withthe following minimuni localplant varieties: 6-6 04 01 One tree at least 5 feet in initial height per 30 foot of frontage and one shrub per 10 foot of frontage. 6-6 04 02 Complete ground cover grown as permanent lawns which entails various local species of grasses and vines or a combination of ground cover with rock garden, bark chips orotherlandscaping material, but not including smooth concrete or asphalt. 6-6.05 Visability triangle requirements for placement of landscaping shall be adhered to as follows 6-6.05.01 A visibility triangle shall be required at all driveway and street intersections to ensure driving safety. No landscaping shall exceed thirty (30) inches in height above the finished elevation of a driveway within a visibility triangle. The visibility triangle is created by measuring ten (10) feet along the driveway boundary from the intersection of the property line and ten (10) feet along the property line from the driveway with the ends of the two (2) ten (10) foot lines connected in a straight line to form the visibility triangle. SECTION 3. That Article 24, Height, Area and Bulk Requirements, of the Zoning Ordinance Of the City of Corpus Christi be and is hereby amended by adding the following section to read as follows Article 6B District "R-TH% Townhouse Maximum Height Feet 26 Stories 2 Minimum Depth Of Front Yard to Feet 20 Minimum Side and Rear Yards In Feet 5' Rear Maximum Sq. SECTION 4. That upon w ttten request of the Mayor or five Council members, copy attached, to find and declare an mergency due to the immediate need for efficient and effective administration of City affairs by amending the Zoning Ordinance as aforementioned, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinancesor resolutions at three regular meetings so that this ordinance s passed and shalltake effect upon first reading as an emergency measure this the 4th day of December, 1984.
