OPPOSING THE LOCATION OF A RADIOACTIVE WASTE DISPOSAL SITE
BY THE TEXAS LOW-LEVEL RADIOACTIVE WASTE DISPOSAL AUTHORITY
IN MCMULLEN COUNTY, TEXAS, WITHIN THE NUECES RIVER BASIN;
AND DECLARING AN EMERGENCY.
WHEREAS, the City of Corpus Christi operates and maintains two water
supply reservoirs. Lake Corpus Christi and Choke Canyon Dam, in the Nueces River
basin, and
WHEREAS, surface water from these reservoirs 1s the sole supply of
municipal and industrial water to 21 communities having a population of
approximately 500,000 people, and
WHEREAS, the Texas Low -Level Radioactive Waste Disposal Authority, has
proposed to construct, operate, and maintain a low-level radioactive disposal
facility in McMullen County within the Nueces River basin for all law -level
radioactive waste generated within the State; and
WHEREAS, waste to be disposed of at this facility may be highly
radioactive and dangerous and there is no ssurance that escape of radioactive
waste from the site, or in connection withtransportation to the site, will
never occur, and
WHEREAS, the proposed McMullen County site is located about 12 miles
from the upper end of Choke Canyon Reservoir where drainage from the site to the
reservoir is through private rangeland and substantially inaccessible
particularly during periods of high rainfall, and
WHEREAS, alternative sites outside the Nueces River basin which would
not have a potential effect upon public water supplies should be investigated,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI
SECTION 1. That the City of Corpus Chn sti 0220529 the proposed
McMullen County 00005101 fare low-level radioactive waste disposal facility
SECTION 2. That the Council requests the State of Texas through its
legislators t0 establish a moratorium on the siting of this disposal facility
until more definitive information is available as t0 the impact on the City's
water system.
SECT10N 3 That the City Manager be authorized to initiate action
consistent with carrying out the purposes and intent of this resolution.

SECTION 4 It is further directed that a copy of this resolution be
forwarded to each director of the Texas Low -Level Radioactive Waste Disposal
Authority, the Executive Director of the Texas Department of Water Resources,
and the Executive Director of the Texas Department of Health.
SECTION 5 That upon wten request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the Council to express its intent at the earliest practical date, such finding
of an ergency ismade and declared requiring suspension of the Charter rule as
to consideration and voting upon ordinances or es lutions at three regular
meetings so that this resolution is passed and shall take effect upon first
reading as an emergency measure this the 8th day of January, 1985.
