AMENDING THE FLOOD HAZARD PREVENTION CODE TO PROVIDE
CORRECTIVE REVISIONS NECESSARY FOR COMPLIANCE WITH THE
NATIONAL FLOOD INSURANCE PROGRAM REGULATIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 10146, passed and approved by the City
Council on March 28, 1984, is hereby amended as follows.
A. Article 2 is hereby amended by adding a new definition
to read as follows:
Breakaway Walls --any type of walls, whether solid or
lattice, and whether econstructed of concrete, masonry, wood,
metal, plastic, or any other suitable building material
which are not part of the structural support of the building
and which are o designed to breakway under abnormal
riverine velocities, or high tides and wave
action, if
applicable, without damage to the structuralintegrity of
the building on which they are used or any buildings to
which they might be carried by flood waters
8. Article 2 is hereby amended further by amending the
definition of Development to hereafter read as fellows
Development -- means any man-made change to improved o
unimproved real estate, including but not limited to
buildings or other structures, mining, dredging, filling,
grading, paving, excavation, or drilling operations.
C. Article 0, Section B(2) is hereby amended to hereafter
read as follows:
(2) Non-residential Constriction - new construction or
substantial improvement of any commercial, industrial o
other non-residential structure shall either have the lowest
floor, including basement, elevated to the level of the base
flood elevation or, together with attendant utility and
sanitary facilities, be floodproofed so that below the base
flood level the structures
watertight with walls
substantially impermeable to thepassage of water and with
structural hydrodynamic loads a d effects of buoyancy. A
registered professional engineer shall submit
certification to the Building Official that the standards of
this subsection as proposed in Article 4, Section C(1)(c),
are satisfied

0. Article 5, Section 0(3)(b), is hereby amended to
hereafter read as follows
(b) A11 mobile homes shall be anchored to resist flotation,
collapse, or lateral me ment and shall meet the Tie -Darn
and Blocking Standards ofthe Texas Department of Labor and
Standards Specific requirements shall be no less than the
following.
(1) Over -the -tap ties at each of the four corners of the
mobile home, with two additional ties perside at
intermediate locations and mobile homes less than 50 feet
long requiring one additional tie per side,
(ii) Frame ties at each corner of the home with five
additional ties per side at intermediate points and mobile
homes less than 50 feet long requiring four additional ties
per side;
011) All components of the anchoring system be capable of
carrying a force of 4,800 pounds,
(iv) Any additions to the mobile home be similarly
anchored
E Article 5, Section (B)(5)(b) as hereby amended to
hereafter read as follows.
(b) A11 buildings or structures shall be elevated so that
the lowest supporting member is located no loner than the
base flood elevation level, with all space below the lowest
supporting member open so as not to impede the flow of
water, except for breakaway walls as provided far in
Article 5, Section 0(5)(h).
F. Article 5, Section B(5) is hereby amended by 00d1ng
new subsection (k) to read as follows.
(k) Any alteration, repair, reconstruction, or improvements
to a structure started after the enactment of this ordinance
shall not enclose the space below the lowest floor unless
breakaway walls are used as provided for in Article 5,
Section 0(5)(h), (a), and (J) asabove
SECTION 2. If for any reason
any section, paragraph, subdivision,
clause, phrase, word, or provision ofthis ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent 3urlsdiction, it
shall notaffect any other section, paragraph, subdivision, clause. phrase,
word, or provision of this ordinance, for 1t 1s the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase, ward, or
provision hereof be giver full force and effect for its purpose.
SECTION 3 Publication shall be made one time in the official
publication of the City of Carpus Christi, by publishing the caption of this
