ESTABLISHING A TASK FORCE ON DRUG AND ALCOHOL ABUSE; AND
DECLARING AN EMERGENCY.
WHEREAS, drug and alcohol abuse create numerous health and safety
problems far the citizens of our community; and
WHEREAS, public awareness and understanding of the problem and
concerns associated with drug andalcohol abuse is essential; and
WHEREAS, the City Council desires to coordinate its efforts with
existing agencies in the community to combat the problems of drug and alcohol
abuse; and
WHEREAS, drug and alcohol abuse pose particular problems for the youth
of our community;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS.
SECTION 1. That the City of Corpus Christi does hereby establish a
Task Force on Drug and Alcohol Abuse which task force shall have the following
ablectives.
a. Study and evaluate the extent of drug and alcohol abuse in the city of
Corpus Christi
b. Evaluate existing services resources and offered by the City of Corpus
o
Christi in the area of drug and alcohol abuse.
c. Identify c mmuntty needs and special problems a octated with alcohol and
drug abuse oamong the youth of the City of Corpus sEhristi
d. Study the issue of drug and alcohol abuse in public facilities and city
parks and recommend solutions for eliminating such activities on City -owned
property
e Review existing ordinances and recommend amendments or additional
ordinances which would strengthen the enforcement powers of law enforcement
agencies
SECTION 2. The Corpus Christi Task Force on Drug and Alcohol Abuse
shall consist of eleven members appointed by the City Council. It is an Ad Hoc
Committee which shall submit a final report ins months with periodic interim
reports. In making appointments the City Councilshall consider representatives
of youth, P.D.A P., Coastal Bend Families in Action, and professionals or
individuals who have knowledge or work in the area of drug and alcohol abuse.

SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need to take
immediate action to preserve and protect the public health, safety, and welfare,
such finding of an emergency is made and declared requiring suspension of the
Charter rule as to consideration and voting upon ordinances or resolutions at
three regular meetings so that this resolution is passed and shall take effect
upon first reading as an emergency measure this the 5th day of February, 1985.

or resolution,emergency exists requiring suspension of the Charter rule
s to consideration and voting upon ordinances or resolutions at three
regular meetings, I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or rsolution finally on the date It Is introduced,
or at the present meeting ofthe City Council.
