AN ORDINANCE
AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE CONTRACT
WITH COTTEN/LANDRETH ARCHITECTS FOR DESIGN AND ENGINEERING
WORK ON THE WEST CONCOURSE E%TENSION AND 000160OM AT CORPUS
CHRISTI INTERNATIONAL AIRPORT WHICH PROVIDES FOR AN EXPANDED
SCOPE OF WORK AND ADDITIONAL ARCHITECTURAL FEES,
APPROPRIATING $210,000, AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1 That the City Manager is hereby authorized to execute an
amendment to the contract with Cotten/Landreth Architects for design and
engineering work on the West Concourse Extension and Holdroom at Corpus Christi
International Airport authorized by Ordinance No. 18096, passed and approved
February 22, 1984, which amendment provides for a expanded scope of work and
additional architectural fees, all as more fully set forth in the architectural
contract agreement, a substantial copy of which is attached hereto and made a
part hereof, marked Exhibit .A..
SECTION 2. That there is hereby appropriated $210,000 out of the
No. 245 Airport Bond Fund.
SECTION 3 That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned architectural contract agreement at the earliest
practicable date, such finding of anemergency a made and declared requiring
suspension of the Charter rule as to consideration and voting upon ordinances o
resolutions at three regular meetings so that this ordinance is passed and shall
take effect upon first reading as an emergency measure this the 19th day of
February, 1985.

circulation. This is a FAA Grant assisted project
(D)AIR CONDITIONING ABSORPTION UNIT REproject consists of
the replacement of the existing Teter/Terminal Buildings A/CabSerption
unit only.
(E) EAST CONCOURSE EVAC SYSTEM. The project consists of heating, ventilating
and air conditioning the East concourse. This is a FAA grant assisted
project.

hereby deleted and replaced the fel/owing.

for Architect to begin the Schematic Design Phase of the work outlened In

following phase until approval of the completed phase and a wrItten notice by
the City to proceed has been Issued.

Article III of the aforesaid agreement is hereby amended to add the
followang paragraph -

The City may emplOy an Energy Consultant to develop energy
coneervataon recommendataor for this project and to direct -the

Archotect as to Incluslon of the approved Energy Consultant
recommendatoons on the overall desogn of the protect. The Archotect
twill not be a party to the Coty - Energy Consultant contract, but
will work woth and consult woth the Energy Consultant in the
Prosecutoon of ttms work.
Artocle IV, FEE, of the aforesaod agreement os hereby deleted and
replaced wath the followong
A. Fees for Basic Servoces
The City woll pay the Archotect a foxed fee of Two Hundred Forty -Uone
Thousand Dollars and no/100 ($260,000.00) of whoch $78,050.00 os allocated for
the West Concourse and Holdroom progect, $6,416.00 for the West Concourse HVAC
System progect, $83,344 00 for the Expansion to Termonal Buoldong, $3,390.00
for the Servoce Court Expansion project, $9,855.00 is allocated for the Air
Condotoonong Absorption Unot Replacement pro5ect, $29,639.00 for the East
Concourse HVAC System pro5ect, $23,506.00 for the Roofing Replacement protect,
and $16,000.00 for Graphocs. These fees woll be full and total compensation
for all servoces outlined includong addotoonal work whoch may be added durong
constructIon by change order to existong contracted work provoded that work
specified by change order is on keepong woth the oraginal scope of work and os
normal and oncodental to the type of construction proposed
B. Payments to the Archotect
1. Upon completoon of the Schematoc Desogn Phase(s) and approval of the
same by the Coty, the Archatect woll be paid a sum equal to fifteen (15)
percent of the Basle Fee for that Contract ,t" and BB" kork as approproate.
2. Upon completoon of the Design Development Phase and approval of the
same by the Coty, the Archotect woll be pa', a sum equal to tuenty (20)
percent of the Basoc Fee for that Contract .A" and .8" sock as approproate.
3. Upon completoon of the Construction Documents Phase and acceptance
and approval of the same by the Coty, the Archotect woll be weld a sum equal
to fortY (40) Percent of the 2220 F02. 000C207 may authorose monthly
payments durong thos phase upon evodence of suotable work progress of each
contract by the Archotect.
4. Upon receopt of hods and award of a constructoon contract for each
contract, the 0121001 0011 be pard a sum equal to flys) (5) percent of the
Basic Fee for that Contract
5. For the constrnction phase of each contract, the Archotest woll be
Rood a sum equal to twenty (20) 7000005 0! the Basle Fee for that Contract

determaned on the basos of the ratoo of the monthly construeCoon estomate to
the total contract price. Fonal payment for each contract woll not be made to

loquodated damages, or other sum withheld from payments. to the Contractor.
