URGING THE TEXAS PARKS AND WILDLIFE DEPARTMENT TO OPEN THE
CHOKE CANYON RESERVOIR SOUTH SHORE RECREATION AREA
FACILITIES FOR PUBLIC USE UPON COMPLETION OF CONSTRUCTION;
AND DECLARING AN EMERGENCY.
WHEREAS, approximately $16 million has been or will be expended on
recreational facilities, a portion of which identified as the South Shore
Recreation Area, will be ready for use by the public during the summer of 1985;
and
WHEREAS, the Texas Parks and Wildlife Department estimates that
200,000 to 250,000 visitors per year, other than boaters and fishermen, will use
the Choke Canyon recreational facilities; and
WHEREAS, the water level of Choke Canyon Reservoir is currently at the
highest ever achieved and, with Lake Corpus Christi being full, making the
possibility of further drawdown remote:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS
SECTION 1. That the City Council opposes any delay in opening
completed Choke Canyon State Park recreational facilities to public use.
SECTION 2. That the Texas Parks and Wildlife Department take
appropriate steps to prepare to open the facilities when they are declared ready
for use by the Bureau of Reclamation and the City of Corpus Christi.
SECTION 3. That the City Secretary be instructed to send a certified
copy of this resolution to each of the Parks and Wildlife Commissioners and the
Executive Director of the Texas Parks and Wildlife Department.
SECTION 4. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
efficient administration of City affairs, such finding of an emergency is made
and declared requiring suspension of the Charter rule as to consideration and
voting upon ordinances or resolutions at three regular meetings so that this
resolution is passed and shall take effect upon first reading as an emergency
measure this the 28th day of May, 1985.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
