AN ORDINANCE
AMENDING CHAPTER 6, ANIMAL CONTROL, SECTION 6-36, EXCEPTIONS
TO DISTANCE AND NUMBER REQUIREMENT REGULATIONS, TO ALLOW THE
KEEPING OF HOMING PIGEONS IN A NUMBER NOT EXCEEDING 60;
PROVIDING FOR SEVERANCE; AND PROVIDING FOR PUBLICATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Section 6-36, Exceptions to distance and number
requirement regulations, of Chapter 6, Animal Control, is hereby amended by
adding a new subsection (d) to read as follows:
(d) Homing pigeons may be kept in a number not exceeding
sixty (60) if there is no opposition from contiguous
neighbors, provided they are kept in accordance with
the rules and regulations promulgated by the Director
of Public Health.
SECTION 2. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction, it
shall not affect any other section, paragraph, subdivision, clause, phrase, word
or provision of this ordinance for it is the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase, word or
provision hereof be given full force and effect for its purpose.
SECTION 3. Publication shall be made one time in the official
publication of the City of Corpus Christi by publishing the caption stating in
substance the purpose of the ordinance, this ordinance to become effective upon
such publication.

REGULATIONS FOR KEEPING HOMING (RACING) PIGEONS WITHIN THE CITY
JUNE 17, 1985
1) Following enactment of Ordinance 18877 approved on June 11, 1985, the
following rules and regulations are promulgated by the Director of Public Health
to control the raising of homing pigeons.
2) An individual will only be considered a bonafide raiser of racing pigeons if that
person belongs to one of the affiliated or member clubs of the American Racing
Pigeon Association and provides a statement of good standing from the
president of the club.
3) The pigeon loft or lofts will be inspected by Animal Control staff to ensure the
loft is kept in a sanitary manner without unnecessary accumulation of droppings.
4) The homing pigeon keeper/raiser/owner must send letters by CERTIFIED MAIL
to all individuals living adjacent to the property on which the lofts are kept
stating that he/she proposes to raise racing pigeons and notifying the intended
recipients that they may file timely objections to the Director of Public Health
at P.O. Box 9727, Corpus Christi, TX, 78469. An objection will be considered
timely if received within ten working days from date of receipt of the letter of
intent. Additional time for objection may be provided upon good reason. Copies
of the certificates of mailing must be placed on file with the Director of Public
Health. NO HOMING PIGEONS MAY BE KEPT OR RAISED ON ANY PROPERTY
IF THERE IS OBJECTION FROM ANY OF THE CONTIGUOUS NEIGHBORS.
5) The pigeons must -be raised, exercised, flown and maintained in a humank
manner.
6) Officers of local racing (homing) pigeon dubs may be asked to provide
consultation about particular premises to the Animal Control Division of the
Health Department.
7) All owners/keepers/raisers of homing pigeons are required to Indemnify the city,
its officials, and employees against any damage or injury caused by their
pigeons. A signed copy of these rules and regulations Is evidence of such
agreement.
8) No more than 60 homing pigeons may be kept on the property of any one
owner/keeper or raiser of homing pigeons.
