HomeMy WebLinkAbout18949 ORD - 07/30/1985• AN ORDINANCE AMENDING THE BUILDING, ELECTRICAL, MECHANICAL AND PLUMBING CODES BY INCREASING PERMIT FEES APPROXIMATELY 10% EFFECTIVE AUGUST 1, 1985; ESTABLISHING A SEPARATE SCHEDULE OF FEES REQUIRED BY SAID CODES; PROVIDING FOR SEVERANCE; PROVIDING FOR PUBLICATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS. SECTION 1. That a fee schedule be established covering fees for permits and other services required by the Building, Electrical, Mechanical and Plumbing Codes of the City of Corpus Christi to hereafter read as follows: BUILDING, ELECTRICAL, MECHANICAL AND PL MBING CODE FEE SCHEDULE 1. Building Code Fees (a) Building Permit Fees: (1) Where the valuation does not exceed $2,000.00, a minimum fee of $11.00 shall be required except that for a sign, the minimum fee shall be $22.00. (2) For a valuation over $2,000.00, up to and including $20,000.00, the fee shall be $11.00 for the first two thousand plus $3.30 for each additional thousand or fraction thereof. 03P.104.01 (3) For a valuation over $20,000.00, up to and including $110,000.00, the fee shall be $70.40 for the first twenty thousand plus $2.20 for each additional thousand or fraction thereof. (4) For a valuation over $110,000.00, the fee shall be $268.40 for the first one hundred ten thousand plus $1.10 for each additional thousand or fraction thereof. (5) The valuation to be used in computing building permit fees shall be the total value of all construction work including plumbing, electrical, mechanical equipment and other systems and including appurtenances and site improvements. If, in the opinion of the Building Official, the valuation of building, alteration, or structure appears to be underestimated on the application, 18949 MICROFILMED • permit shall be denied, unless the applicant can provide sufficient evidence to the Building Official that the valuation is not underestimated. The Building Official may establish standardized valuation data to be used in computing building permit fees when sufficient evidence has not been provided. The applicant for a building permit may appeal any determination of the Building Official to the Building Code Board of Appeals. (b) Residential Construction: The fee schedule for new construction of one and two family dwellings, apartments, townhouses and condominiums shall be lit per square foot of the building area excluding garages for the first three thousand square feet of building area plus 3.5¢ per square foot for each additional square foot of building area. (c) Moving of Building or Structure: For the moving of any building or structure, the fee shall be $100.00. (d) Demolition of Building or Structure: For the demolition of any building or structure, the fee shall be $11.00. (e) Mobile Home Installation Fee: The fee for a building permit or the installation of a mobile home for occupancy upon a lot shall be $11.00. (f) Certificate of Occupancy For Existing Buildings: When an application for a Certificate of Occupancy for an existing building is made, a processing and compliance investigation fee of $50.00 shall be paid at the time of application. Appeal Filing Fee: The application fee for filing an appeal to the Building Code Board of Appeals shall be $50.00. (h) Housemovers License: The annual fee for a house movers license s all be $100.00. (g) 2. Electrical Code Fees (a) Electrical Permit Fees Construction Loop $ 3.20 *Circuits (including extensions and repairs) 3.20 Fixtures, Residential or Commercial Bldg. .30 Motors (each individual motor) 6.40 Services up to 100 Amperes 6.40 Services 101 to 200 Amperes 9.60 Services 201 to 400 Amperes 16.00 Services over 400 Amperes 32.00 03P.104.01 2 Services each additional meter Appliances (trash compactors, dishwasher, disposer, etc.) Equipment -Heating (Heating and Commercial Cooking units and Hot Water Heaters) per 5 KW or fraction thereof 3.20 Equipment -Moving picture projector, X -Ray Machine, Elevator or Swimming Pool 16.00 Signs (per transformer) 3.20 General repairs (additional fee for work not included in any of the above) 6.40 *The term "Circuits" herein shall mean each main feeder, submain or branch circuit, for electrical services; and each fused or other type of automatic cutout protected wire of a final branch multiwire circuit. Each such circuit shall be charged for and considered as a separate circuit within the terms of this section. 3.20 3.20 (b) Residential Construction: The fee schedule for new construction of one and two family dwellings, apartments, townhouses and condominiums shall be 3.2t per square foot of the building area excluding garages. (c) In the event the total fees, according to the foregoing schedule, are less than $11.00, then the minimum permit charge of $11.00 shall apply. If such total fees exceed the sum of $11.00, the greater amount shall be charged. 3. Mechanical Code Fees (a) Mechanical Permit Fees: 1. Fee for heating, ventilating, duct, air condition- ing and refrigeration systems shall be eleven ($11.00) dollars for the first one thousand ($1,000.00) dollars of valuation of the installation PLUS $2.20 for each additional one thousand ($1,000.00) dollars or fraction thereof. 2. Repairs, alterations and additions to an existing system where cost is over five hundred ($500.00 dollars shall be $2.20 per each one thousand ($1,000.00) dollars or fraction thereof in valuation plus $11.00. (b) Residential Construction: The fee schedule for new construction of one and two family dwellings, apartments, townhouses and condominiums shall be 3.2t per square foot of the building area excluding garages. 03P.104.01 3 • (c) Temporary Operation Inspection Fee: For inspecting a heating ventilating, refrigeration, or air conditioning system, a fee of $4.00 shall be paid by the contractor requesting such inspection. If the system is not approved for temporary operation on the first inspection, for each subsequent inspection for such purpose, the usual re -inspection fee will be charged. (d) In building using self-contained air conditioning units less than two tons, the fee charged shall be that for the total cost of all units combined (see paragraph (a) above for rate). (e) Boilers based on BTU Input: 33,000 BTU (1BHP) to 330,000 (10 BHP) . . . . $22.00 Over 330,000 BTU 49.50 (f) In the event the total fees, according to the foregoing schedule, are less than $11.00, then the minimum permit charge of $11.00 shall apply. If such total fees exceed the sum of $11.00, the greater amount shall be charged. 4. Plumbing Code Fees (a) Plumbing Permit Fees: Each Water Service $ 3.30 Each Water -Fed Icemaking Machine 3.30 Each Plumbing Fixture 3.30 Each Sink -Garbage Disposal Unit 3.30 Lawn Sprinkler and Irrigation Systems, Per 1,000 sq. ft. of lot services 3.30 Each Cooling Tower 9.90 Each Pump 3.30 Each Water Heater 3.30 Each Gas Service Plus First Meter Loop, Per Meter 3.30 Each Additional Meter Loop 3.30 Each Gas Opening 3.30 Each Building Sewer (Lateral) 13.20 Each Building Sewer Extention to Other Buildings 9.90 Each Grease Interceptor 16.50 Each Private Sewage Disposal System 33.00 Each Sand Trap 16.50 Each Connection to Storm Sewer 16.50 Each Roof Drain 6.60 Each Manhole 16.50 03P.104.01 4 • (b) Residential Construction: The fee schedule for new one an two family dwellings, apartments, townhouses and condominiums shall be 3.2C per square foot of the building area excluding garages. (c) In the event the total fees per installation charged are less than $11.00, then the minimum permit charge of $11.00 shall apply. If such total fees exceed the sum of $11.00, the greater amount shall be charged. 5. General (Applicable to Each Type of Permit) The following charges shall apply to all fees for which a permit is required by the Building, Electrical, Mechanical and Plumbing Codes. (a) Failure to Obtain Permit Before Work on Job is Commenced: In the event that work for which a permit is requ red by said Codes is commenced prior to the issuance of the required permit, then the permit fee shall be doubled. The collection made is to help defray the additional cost of inspection work already done and issuing a permit under such circumstances and is not a penalty and is not preclusive of any remedy otherwise available to the City to enforce said Codes. (b) Investigation Fee: In the event that an inspection is made and the resultant discovery is that work for which a permit is required by said codes has been done but the required permit has not been issued, then a $10.00 investigation fee shall be added to the permit fee. (c) Inspections Outside the City: (1) Fees for permits which require inspection outside the City limits shall be increased by $20.00. (2) Permit fees for buildings or building components which are manufactured and inspected outside the City limits prior to being moved into the City may be increased by the Building Official. For each in -plant inspection that is necessary, the permit fee shall be increased by $.30 per mile plus $30.00 per 200 miles for the distance between the City and the manufacturing plant. (d) Reduced Fees: Agencies of the federal, state, and county governments are exempt from the payment of fees in connection with the construction or repair of buildings used, owned, and located on property owned by said government agencies. Permit fees for public schools and other political subdivisions having ad 03P.104.01 5 • valorem tax-exempt status, and for church sanctuaries and all other state constitutionally exempted ad valorem tax entities shall be fifty (50%) percent of the regular permit fee; provided that such reduced fee shall in no case be less than the minimum fee regularly charged. (e) Refunds: A permit may be cancelled upon written application by the applicant at any time within six (6) months of the date of the issuance of a building permit or within two (2) months of the date of issuance of an electrical, mechanical or plumbing permit. If no work has been done under such permit, 75% of the permit fee may be refunded when formally requested in writing by the applicant, provided that the City shall retain a minimum of $20.00 to cover the cost of auditing the fee and preparing the request for refund. (f) Re -inspection Fee: When a re -inspection fee has been assessed as provided for by Code, said re -inspection fee shall be $11.00. (g) Moved Buildings: The fees for the rehabilitation of moved buildings or structures shall be the same as for new construction. (h) Fees Rounded Off: Upon calculation of the total fee for any permit, said fee shall be rounded off to the nearest dollar before payment is made. SECTION 2. That the effective date of this ordinance shall be August 1, 1985 and that all fees set forth by the Building, Electrical, Mechanical and Plumbing Codes prior to this date are hereby superseded, by this ordinance. SECTION 3. If for any reason any section, paragraph, subdivi- sion, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivi- sion, clause, phrase, work, or provision of this ordinance, for it is the definite intent of this City Council hereof be given full force and effect for its purpose. SECTION 4.
