AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE CONTRACT
WITH ETHERIDGE AND WEBB ENGINEERS, INC. FOR ENGINEERING
CONSULTANT WORK ON THE RELOCATION OF WATER LINES ON I.H. 37
BETWEEN THE MISSOURI -PACIFIC OVERPASS AND SHARPSBURG ROAD,
PREVIOUSLY AUTHORIZED BY PASSAGE OF ORDINANCE 18062 DATED
FEBRUARY 1, 1984, WHICH AMENDMENT PROVIDES FOR ADDITIONAL
ENGINEERING CONSULTANT FEES RELATED TO CHANGE ORDER NO. 1,
PERTAINING TO THE RELOCATION OF A 12 INCH MUD LINE;
APPROPRIATING $84,463; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That the City Manager is hereby authorized to execute an
amendment to the contract with Etheridge and Webb Engineers, Inc. for
engineering consultant work on the relocation of water lines on I.H. 37 between
the Missouri -Pacific Overpass and Sharpsburg Road, previously authorized by
passage of Ordinance 18062 dated February 1, 1984, which amendment provides for
additional engineering consultant fees related to Change Order No. 1 pertaining
to the relocation of a 12 inch mud line, all as more fully described and set
forth in the Amendment to the Engineering Services Contract, a substantial copy
of which is attached hereto and made a part hereof, marked Exhibit "A" and
Change Order No. 1, a substantial copy of which is attached hereto and made a
part hereof, marked Exhibit "B".
SECTION 2. That there is hereby appropriated $84,463 from the No. 205
Water Bond Fund of which $80,493 is for Change Order No. 1 and $3,970 is for
additional engineering consultant fees to be 100 percent reimbursed by the Texas
Department of Highways and Public Transportation as per Agreement No. U-7438
dated March 27, 1985 applicable to Project No. 205-81-16, I.H. 37 Utility
Adjustments.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
executing the abovementioned Amendment to the Engineering Services Contract at
the earliest practicable date, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting upon
ordinances or resolutions at three regular meetings so that this ordinance is
passed and shall take effect upon first reading as an emergency measure this the
27th day of August, 1985.

The City of Corpus Christi, hereinafter called "City", and Etheridge and
Webb Engineers, Inc., Consulting Engineer, hereinafter called "Engineer",
hereby agree to the following amendment to the contract for Engineering
Services for the Interstate Highway 37 Water Line Relocations and Utility
Adjustments which was authorized by the Corpus Christi City Council on
February 1, 1984, by passage of Ordinance No. 18062.
Section II, Scope of Services, shall be amended to add the following
item of work to the current contract:
A. Phase I
8. The Engineer shall provide for the preparation of detailed
plans and specifications for the relocation of an approximate 900 foot long
12 inch mud line in Up River Road designated as Change Order No. 1 to the
Phase I contract. Payment for such work will be based on the following:
Salary/Overhead $3,820.00
Travel, Printing and Direct Expenses 150.00
TOTAL $3,970.00
City agrees to pay Engineer $3,970.00 in addition to original contract
but under no circumstances shall the Engineer be entitled to more than the
amount stated herein unless such additional amount has specifically been
approved by the City.
All other terms and conditions of the contract approved on February 1,
1984, by the City and Engineer not specifically addressed herein shall
remain in full force and effect.

SPECIFICATIONS FOR CHANGE ORDER NO. 1
RELOCATION OF CITY OF CORPUS CHRISTI PIPE LINES (PROJECT "A")
FOR IMPROVEMENTS TO INTERSTATE HIGHWAY 37 AT SHARPSBURG ROAD
RELOCATION OF 12" MUD LINE
GENERAL:
These specifications govern the work required in connection with
the relocation of a 12" aebestoa-cement "mud line" along the south side
of Up River Road, also known ae the South Frontage Road of Interstate
37, easterly from the Missouri Pacific Railroad. "Relocation" here
means the conetrudtion of a new line and the abandonment of the old
line. The new line will conaiet of approximately 60 linear feet of 12"
ductile iron pipe and 795 linear feet of 12" asbestos -cement pipe, with
ductile iron fittings.
WORK ITEMS,
The work to be done includee the following items:
1. Shift the propoeed location of the 36" drain line 1.5 feet to the
south, so that it is 11.5 feet south of the right of way line all the
way. (This eliminates the. deflection originally planned et the
easterly end.)
2. Special measures will be required in constructing the 36" line
where it paeeea a power pole structure at approximately Sta. 3 + 10. A
length of 6 feet at the surface (3 feet each side) at the power pole
shall be undisturbed, and a minimum of 12 feet of 48" steel pipe casing
or tunnel liner shall be installed by boring, jacking, or tunneling,
set at the proper line and grade for the 36" line. The casing or
liner shall conform to the existing plane and specifications as to
materials and installation.
3. The excavation for and backfilling of the 36" drain line shall be
performed in a manner that will prevent settlement of the proposed new
12" mud line, and will permit trenching for it without caving. See
Item 4. The new 12" line is to be placed 5 feet south of the right of
way line, so that the 12" and the 36" linea will be 6.5 feet center to
center horizontal distance. The 12" line will be shallower than the
36" line, as shown an the profile. (No change of the grade of the 36°
line is proposed herein.) The 12" line shall not be placed until the
backfill for the 36" line has aged for a minimum of 3 weeks. The
scheduling of the 36" line shell be moved forward to allow for this.
4. The 36" drain line, when installed, shall be wrapped in polyethy-
lene and encased in sand as described in Par. F-3 of the specifica-
tions, then backfill shall be placed to the surface, using a vibratory
compactor and placing the material in lifts not exceeding 8" loose

thickness. The material ahall be wetted sufficiently to secure near -
optimum compaction. Upon completion, the backfill shall be further
compacted by rolling the eurface with a pneumatic roller with at least
10 passes. At any stege and on completion, the fill shall be quite
resistant to penetration by a probe rod, to the satisfaction of the
Engineer.
5. On the existing 12" mud line on the east side of the railroad, in
lieu of removing and reinstalling a section of the 12" line (Contract
Item 12) for the installation of the 20" casing for the relocated rail-
road embankment, es shown on Sheet 10 of the plana, the Contractor will
be allowed to leave the 12" line in place and use a longitudinally-
eplit casing, Fully welded after installation. The edges ahall be
shop -cut and shop beveled for welding. The length of casing shall be
increased by 10 feet, making a total of 48 feat. The existing 12" line
shell be excavated and cleaned off, and shall be firmly supported and
kept in service while the work is going on. Wooden skids shell be pro-
vided on each pipe joint, strapped to the pipe. The end of the new
casing shall be plugged ae specified. The earth under the 12" line
shall be removed to a sufficient depth to allow accurate shaping for
the underside of the steel casing for about 90°. Where shaping is in-
accurate, the Engineer may require lean concrete bedding at the Con-
tractor's cost. Backfill shall be tamped tightly around the casing.
6. The east end of the existing 12" line, where it turns to go north-
ward across the highway, shall be exposed et an early time for confir-
mation of the depth, alignment, and fittinga required for the reloca-
tion.
7. The main run of new 12" line shall be asbestos -cement pipe. At the
east end, beginning with the 22-1/2° bend just before the 12" line will
cross over the 36" line, and extending to the connection point, the
line shall be ductile iron.
8. Where the 12" line pasties near the anchorage of the north power
pole, at approx. Sta. 3 + 45, the Contractor shall investigate the de-
gree of conflict if any. The Engineer may authorize a slight deviation
of alignment of the 12" line at this location. The Contractor shall
install not lees than 8 linear feet of 20" steel casing at the anchor-
age, to prevent disturbing the integrity of the anchorage. If a great-
er length is necessary, it shell be installed at the Contractor's cost.
The casing shall conform to the original contract specifications, ex-
cept it ahall.be installed by jacking or boring. In lieu of sealing
the ends, the casing shell be "flooded" with sand. Skids shall be used
if necessary for the installation of the 12" pipe.
9. After the new 12" line hes been constructed to points near each
proposed end tie-in, the Contractor shell arrange with the City Water
Division to take the mud line out of service for the purpose of making
the tie-ins. This period shall not exceed 48 hours. The Contractor
shall arrange to handle any leakage or accidental drainage coming down
the line. The Contractor shall have on hand an adequate selection of

alternate materials end fittings for contingencies in making the
connections. The existing pipe shall be cut, fittings removed where
necessary, and the new line connected es quickly es possible. Benda
shall be blocked without delay. The ends of the abandoned line ehall
be plugged with concrete.
10. Aabeatoe cement pipe shell be Claes 150, conforming to AWWA C 400.
The pipe, couplings, and gaskets shell be approved by The Underwriters
Laboratoriee, Inc. Joints shall be of the push -on type, with synthetic
rubber gaskets, conforming to ASTM D 1869. Fittings shall be ductile
iron, either push -on or mechanical joint.
11. Ductile iron pipe shall be in accordance with AWWA C 151 end the
specifications, and shall have restrained joints, U.S. Pipe "TR Flex"
or equal. Pipe shall be Class 51 (0.34" wall). Fittings shall have
restrained joints compatible with the pipe.
12. Benda shall be blocked with concrete, as specified in Par. F-8,
whether or not a "restrained" fitting. Two special blocking details
are shown on the plan.
13. The 12" line shall be pressure -tested for leakage prior to making
the end connections.
14. The concrete 'lining of the drainage ditch shall be restored where
cut. This work is subsidiary to all other items.
15. Where these supplemental specifications are silent as to materials
or method° of installation, the original plana and specifications shall
govern.
MEASUREMENT AND PAYMENT:
1. The realignment of the 36" drain line results in an increase of ap-
proximately 3 linear feet, under Bid Item 9, 36" Drain Line Claes 51.
2. Bid Item 12 of the Contract (Relay 12" Drain Line) is eliminated
and will be zero in the final measurement.
3. Bid Item 16 of the Contract will be increased to 48 linear feet, an
increase of 10 feet. This covers the extension near the railroad.
4. A Bid Item 18 will be created, covering the 48" liner or casing to
bq installed on the 36" drain line at the power pole, to be designated
"48" casing on 36" Drain Line", and will be paid for as a lump sum for
a minimum of 12 feet of casing, at the rete agreed to in the change or-
der. If longer casing is installed, no additional payment is author-
ized.
5. A Bid Item 19 will be created, covering "12" A -C Mud Line," mese-
ured ea installed, by the horizontal linear foot, and paid et the rate
agreed to in the change order.

6. A Bid Item 20 will be created, covering "12" D.I. Mud Line", meas-
ured as installed, by the horizontal linear foot, and paid at the rate
agreed to in the change order.
7. The new Bid Items 19 and 20 shall include the Contractor's allow-
ance for all additional backfilling or excavation requirements, adjust-
ment of minor utilities encountered, surface obstructions dealt with,
scheduling edjuetmenta, cutting and plugging of the old line, blocking,
and all other work not specifically covered by a bid item. The City
will assist in the adjustment of City -owned utilities.
8. A new Bid Item 21 will be created, covering the 20" casing an the
12" mud line at the pole anchorage.
WORKING TIME ADJUSTMENT:
An additional 45 working days will be added to the contract.
