A RESOLUTION
SUPPORTING PROPOSITIONS 1 AND 2 ESTABLISHING A STATEWIDE
WATER PROGRAM; AND DECLARING AN EMERGENCY.
WHEREAS, the availability of clean water is one of the key
determinants of Texas' sustained economic vitality and quality of life; and
WHEREAS, the federal government is withdrawing from its important role
of assisting cities in financing water supply, water quality, and flood control
projects; and
WHEREAS, the Texas legislature in 1985 passed a comprehensive,
balanced, and realistic water program which will improve the State's water
supply and protect this valuable natural resource; and
WHEREAS, the resulting constitutional amendment and enabling
legislation will be considered by the voters of Texas at the November 5 election
as ballot Propositions 1 and 2; and
WHEREAS, the water program proposes innovative finance mechanisms for
regional solutions to water supply, water quality and flood control problems at
little or no increased cost to the taxpayer; and
WHEREAS, the program includes significant commitments to managing,
conserving and protecting the State's existing water resources through water
conservation measures, protection of inflows of fresh water into coastal bays
and estuaries, and groundwater management at the local level:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi,
Texas, supports enactment of this water program and will urge its citizens to
vote on November 5 in favor of ballot Propositions 1 and 2.
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the desire of
the City Council to express its support of the aforementioned water program at
the earliest practicable date, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting upon
ordinances or resolutions at three regular meetings so that this resolution is
passed and shall take effect upon first reading as an emergency measure this the
8th day of October, 1985.

For the reasons set forth in the emergency clause of the foregoing ordinance
or resolution, an emergency exists requiring suspension of the Charter rule
as to consideration and voting upon ordinances or resolutions at three
regular meetings; I/we, therefore, request that you suspend said Charter rule
and pass this ordinance or resolution finally on the date it is introduced,
or at the present meeting of the City Council.
